DFID Afghanistan seeks to procure a service provider registered with the Government of the Islamic Republic of Afghanistan to undertake the role of an Independent Monitoring Agent (IMA) for the Afghanistan Investment Climate Programme (AICP). The IMA will undertake independent verification of the AICP to provide assurance that it can deliver results, use UK and other donors’ resources effectively (including the management of fraud and fiduciary risks), and do no harm in a conflict affected environment.
The IMA will be an external and independent stakeholder reporting directly to funders’ committee of Harakat. An important part of the assignment is to ensure that milestones agreed between AICP and contractors are met on time and that subsequent payments linked to the milestones are paid on time.
Objectives
The overall goal of this assignment is two-fold:
- to strengthen technical supervision of AICP by ensuring year-round access to project sites, activities and progress across all the provinces where AICP fund projects; and
- to enhance the faith of all AICP stakeholders in the quality of AICP work and it its outputs, outcomes and impacts in these areas.
