The Democratic Governance Facility (DGF) is entering a second phase of programming from January 2018 – December 2022. It is therefore currently calling for expression of interests from state and non state actors in governance programming.
The Democratic Governance Facility (DGF) was established in July 2011 in order to strengthen democratisation, protection of human rights, enhance access to justice, promote peaceful co-existence, and improve accountability in Uganda.
The overall objective of this call for expressions of interest is to provide a platform for engagement between DGF and potential state and non-state actors in the governance accountability and human rights domain, that will enable the selection of actors for inclusion on the list of partners who will work together to undertake interrelated and mutually reinforcing actions geared towards contributing to the achievement of DGF program objectives.
Spheres
DGF envisages organising work around three (3) spheres:
- Sphere 1: Democratic processes that build citizen-state relationships;
- Sphere 2: Citizen Empowerment, Engagement and Accountability; and
- Sphere 3: Protection of Human Rights, Access to Justice and Gender Equality.

Eligibility Criteria
- This call for expressions of interest is open to all state entities and civil society organizations registered or with legal status in Uganda.
- To be eligible, all applicants must meet the following and provide supporting documents as needed and as indicated in the application format provided in a separate document:
- Application Form with all sections completed, not exceeding 20 pages, not altering the format of the document, signed (electronic or scanned signature page)
- Copies of last 3 audit reports (external institutional audits preferred, but if applicants does not have those, please include any audits that were conducted) OR a letter explaining why applicants have not had an audit and/or why these are not available and how applicants monitor and improve their financial systems without an audit.
- Note: If applicants are submitting a letter, please include this as a separate letter appropriately named so that it is clear in the attachments that it has been included to avoid being disqualified.
- Registration:
- Non-governmental organization registered with the NGO Bureau – (Operation permit issued by the NGO Bureau in accordance with the NGO Act 2016, section 29 or proof of submission of the application to the NGO Bureau ); or
- All other organizations/ entities’ legality [public institutions, state institutions, etc.] will be evaluated based on their legal mandate or requirements.
