The Department of Health and Human Services (DHHS), Administration for Children & Families (ACYF) – Family and Youth Services Bureau (FYSB), is seeking applications for its program entitled “Runaway and Homeless Youth (RHY) Training and Technical Assistance Center”.
The FYSB supports a national Training and Technical Assistance effort designed to enhance and promote the continuous evidence based quality improvement of services with a focus on the social and emotional well being of children, youth and families served by FYSB funded runaway and homeless youth grantees.
FYSB expects to award one cooperative agreement to enhance the programmatic and administrative capacities of public and private agencies to provide services to the targeted populations. Applicants will be expected to provide evidence of their ability to provide services to all grantees of the Administration of Children and Families (ACF) Federal geographic regional locations.

Eligibility Criteria
- Native American tribal organizations (other than Federally recognized tribal governments)
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- Public and State controlled institutions of higher education
- Private institutions of higher education
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Pursuant to Section 1351.11 of the RHY Act final rule, published in the Federal Register on December 20, 2016, public (state and local) and private nonprofit entities, and coordinated networks of such entities, are eligible to apply for a RHY Program grants unless they are part of the juvenile justice system.
- Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.
- Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding.
