DHHS-CGH: Conduct National Population-based HIV Impact Assessment in Nigeria under PEPFAR

The U.S. Department of Health and Human Services (DHHS), Centers for Disease Control (CGH) is seeking applications for its program “Conduct National Population-based HIV Impact Assessment (PHIA) in Nigeria under the President’s Emergency Plan for AIDS Relief (PEPFAR)”, on behalf of the Government of Nigeria (GoN), to strengthen monitoring of program impact and outcomes to more comprehensively inform national responses to HIV.

A PHIA is a large, nationally representative household survey used to collect data on the uptake of care and treatment services for HIV, provide homebased HIV counseling and testing, and estimate HIV incidence, CD4 T-cell counts, viral load, and HIV drug resistance.

The Nigeria Population-based HIV Impact Assessment (NPHIA) will cover a representative sample of all the 36 states and the Federal Capital Territory (FCT) and will provide useful and actionable data that will increase cost efficiency and effectiveness of HIV programs.

Specific Outcomes

State level HIV prevalence through home-based testing and counselling and testing, and viral load suppression determined through laboratory based assays.
National level incidence determined through laboratory based assay.
Size of key populations estimated using the Network Scale-Up Method (NSUM).
National HIV impact assessment to inform, improve, and target appropriate interventions, as related to the prevention, care, and treatment of HIV/AIDS and TB.

Eligibility Criteria

Unrestricted (i.e., open to any type of entity).
Government Organizations:
- State governments or their bona fide agents (includes the District of Columbia)
- Local governments or their bona fide agents
- Territorial governments or their bona fide agents in the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.

- American Indian or Alaska Native tribal governments (federally recognized or state-recognized)
Non-government Organizations:
- American Indian or Alaska native tribally designated organizations
