The Department of Health and Human Services, Centres for Disease Control is seeking applications for its grant program entitled “Optimizing Performance by Improving Quality (OPIQ) in HIV and HIV/TB Programs in the Republic of South Africa under the President’s Emergency Plan for AIDS Relief (PEPFAR).”
The purpose of this NOFO is to improve performance of HIV and TB key PEPFAR indicators by using QI methodologies to collaborate with IPs and South Africa’s National, Provincial, and District DOH in order to provide TA and improve performance of HIV and TB programs in order to reach epidemic control.
This award will focus on broad, cross-cutting issues that affect multiple districts, sub-districts, or health facilities. This NOFO will strengthen IPs’ and National, Provincial, and District DOH’s ability to carry out quality assessments and improvement projects.
Strategies and Activities
- Determine initial and ongoing assessment of performance gaps in HIV prevention and treatment service delivery across PEPFAR- supported districts
- Collaborate with IPs, NDoH, Provincial and District level DOH, and other key stakeholders to improve performance related to HIV prevention and treatment service delivery using QI approaches
- Build capacity of IPs and NDoH and Provincial and District level DOH to deliver high quality HIV prevention and treatment services while incorporating best practices
- Ensure HIV prevention and treatment service delivery meets global and national standards of quality including but not limited to QA assessments
- Assist with operationalizing the interpretation and visualization of complex data analyses for internal and external audiences.
Program Outcomes
- Short-Term Outcomes:
- Improved early identification of performance gaps and rapid remedial actions to reach targets on the MER Indicators for the HIV/TB prevention and treatment service delivery across PEPFAR-supported districts
- Improved knowledge and skills of PEPFAR IPs, the National, Provincial, and District level DOH, and other key stakeholders using QI methodologies and strategies to improve performance
- Quicker identification and response to high quality services, productive remedial plans and improved performance on HIV/TB indicators through best practices
- Increased number of quality assessments and use of innovative approaches on HIV/TB QI standards in facilities
- Improved availability of innovative tools, data analyses, and visualization for PEPFAR programs and improved MER Indicators across PEPFAR-supported districts
- Intermediate Outcomes:
- Improved TA, QI approaches, and assessment findings to IPs and to the National, Provincial, and District DOH for reduced performance gaps in HIV prevention and treatment across PEPFAR-supported districts
- Increased utilization of QI and QA approaches by IPs and the National, Provincial, and District level DOH to sustain strong performance
- Improved practices incorporated into the current HIV/TB prevention and treatment service delivery models across facilities
- Improved performance and incorporated QI and QA assessments by facility staff and IPs on HIV/TB service delivery
- Increased utilization and understanding of data through analysis and design of visual presentations for program improvements
- Long-Term Outcomes:
- Improved performance on MER Indicators for HIV/TB at the National, Provincial, and District DOH in South Africa
- A sustainable improvement of quality of service delivery from consistent use of QI/QA approaches
- Improved HIV and TB service delivery results for the development of stronger national guidelines and standards
- Improved data-driven program and decision making from innovative data analysis tools

The Award Ceiling of this NOFO is $5,000,000.
