The Department of Health and Human Services (DHHS), Centers for Disease Control (CGH) is seeking applications for “Assisting the Ministry of Health and Social Services (MOHSS) in Providing Critical Human Resources for Health to Achieve HIV Epidemic Control in Namibia under the President’s Emergency Plan for AIDS Relief (PEPFAR)”.
Program Goals
HHS/CDC focuses primarily on two or three major program areas in each country. Goals and priorities include the following:
- Achieving primary prevention of HIV infection through activities such as expanding confidential counseling and testing programs linked with evidence based behavioral change and building programs to reduce mother-to-child transmission.
- Improving the care and treatment of HIV/AIDS, sexually transmitted infections (STIs) and related opportunistic infections by improving STI management; enhancing laboratory diagnostic capacity and the care and treatment of opportunistic infections; interventions for intercurrent diseases impacting HIV infected patients including tuberculosis (TB); and initiating programs to provide anti-retroviral therapy (ART).
- Strengthening the capacity of countries to collect and use surveillance data and manage national HIV/AIDS programs by expanding HIV/STI/TB surveillance programs and strengthening laboratory support for surveillance, diagnosis, treatment, disease monitoring and HIV screening for blood safety.
- Developing, validating and/or evaluating public health programs to inform, improve and target appropriate interventions, as related to the prevention, care and treatment of HIV/AIDS, TB and opportunistic infections.

Eligibility Criteria
- Inadequate human resources pose a major challenge for Namibia. Eighty percent of Namibia’s doctors work in the private sector, but only 20% of the population seeks health care through the private sector.
- Potentia has been working successfully with the MOHSS and other key stakeholders for the past 10 years being a successful recipient of two CDC cooperative agreements to fill these critical gaps in Namibia and scale up HIV Care and Treatment through human resources support in all 13 regions in Namibia.
- Potentia is the only eligible and capable agency to carry out the proposed program expansion within the specified time frame.
- First, the program expansion funds (Pink Ribbon Red Ribbon) have been awarded to CDC-Namibia from the Office of the Global AIDS Coordinator for a limited time period of 2 years starting in April 2017. There is not sufficient time to develop, publish, and compete a funding opportunity announcement that will allow implementation of activities within this time line.
- Second, the proposed program expansion supplement funds for Potentia will build and expand upon existing award activities currently being implemented in the same geographic regions.
- Third, Potentia is currently providing human resource support and services for the MOHSS Directorate of Special Programs HIV intervention activities through support of nearly 235 staff in these priority regions and nationally. Namibia labor law and MOHSS human resource requirements is complex.
- Introducing a new applicant with insufficient knowledge of these critical attributes will result in an interruption of key HIV intervention services in Namibia.
