The Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office on Trafficking in Persons (OTIP) is seeking applications for its National Human Trafficking Hotline (NHTH) program.
The NHTH program seeks to support the operation of a dedicated, toll-free, 24-hour, seven days a week, every day of the year U.S. national telephone and online communication system with trained and experienced human trafficking advocates that provide services and assistance to victims of severe forms of labor and sex trafficking in persons. Multi-lingual services and assistance for foreign and domestic victims must include crisis intervention, information and referrals to anti-trafficking and/or direct victim services programs, temporary lodging/housing resources, and access to other emergency assistance.
The NHTH program must also work cooperatively with law enforcement and other key stakeholders to support appropriate notification and interventions on behalf of potential victims in distress. The NHTH program must have the capacity to receive and process requests in multiple formats, i.e. text, chat, email, and telephonically. The NHTH program must take reasonable measures to safeguard protected personally identifiable information.
Goals
The goals of the National Human Trafficking Hotline Program are:
- Operate the National Human Trafficking Hotline, a 24/7 U.S national telephone and online communication hotline system with experienced and trained anti-trafficking advocates;
- Increase the identification and protection of victims of severe forms of human trafficking;
- Provide information and service referrals to human trafficking victims using a trauma-informed, victim-centered approach, and in a timely manner;
- Notify law enforcement agencies of potential cases of human trafficking as well as instances when a trafficking victim is in imminent danger, and document emerging trafficking schemes to assist in the detection and investigation of trafficking cases.

- State governments
- Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.
- Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
