The Digital Freedom Fund has unveiled a new grant initiative to bolster strategic litigation across Europe, targeting cases that advance digital human rights.
With this program, the Fund seeks to support high-impact legal actions that safeguard fundamental freedoms in the digital sphere.
The aim is to empower strategic litigators and organizations through tailored financial support to pursue cases that set important legal precedents.
Under this initiative, the Fund intends to assist civil society actors and advocates working on digital rights litigation by covering legal fees, expert testimony, case research, and advocacy efforts.
The grants—typically around EUR 25,000 for litigation research—are designed to increase organizational capacity and legal impact in the medium to long term.
By focusing on strategic cases, the Fund hopes to create ripples that enhance GDPR enforcement, uphold privacy, defend freedom of expression, and ensure platform accountability throughout Europe.
The call for proposals is open until 15 July 2025, offering an accessible timeframe for civil society groups, legal coalitions, and public interest organizations to submit their applications.
The Digital Freedom Fund emphasizes collaboration and shared learning, encouraging applicants to demonstrate how their litigation plans could serve as models across national contexts.
In addition, successful grantees will receive mentorship, peer exchanges, and strategic support to amplify the reach and effect of their legal actions .
Interested organizations wishing to contribute to the advancement of digital rights in Europe should prepare to articulate the societal significance of their case, outline a clear litigation strategy, and explain potential cross-border relevance.

Application Requirements
- In your application, you must demonstrate to have carefully considered and be able to motivate:
- the concrete objectives of the litigation;
- a plan to embed the litigation in a broader strategy for change;
- which groups/communities are most affected by the digital rights issue in question and how they will be involved in a way that is not extractive or harmful;
- the best forum to litigate in order to achieve the pursued objectives;
- the possible instances of litigation that may be necessary to achieve the litigation objective(s), including appeals and referrals to regional courts;
- how the litigation relates to other existing or planned activities on the litigation’s subject matter – both litigation and otherwise – domestically and in Europe.
