The European Commission seeking applications for a programme to enhance civil society organisations’ (CSOs) contributions to governance, development and human rights processes and outcomes.
The Thematic Programme for Civil Society Organisations (CSOs) aims at strengthening CSOs as independent actors of good governance and development in their own right.
The EU is a longstanding global champion for civil society as development actors in their own right and supports their engagement to contribute to democratic processes and to achieve better development outcomes. Civil Society Organisations are vital to the attainment of human rights, the rule of law, liberal democracy, peace, conflict prevention, resilience and stability in the partner countries, and are key partners in devising and implementing policies and programmes that meet people’s needs, reduce inequalities, and fulfil the central commitment of the 2030 Agenda to leave no one behind.
The EU is founded on the principles of liberty, democracy, respect for human rights and the rule of law. Human Rights and democracy are important areas of EU co-operation, and activities in this sector are supported through a number of instruments.
Priorities
- The global objective of this call for proposals is to enhance civil society organisations’ (CSOs) contributions to governance, development and human rights processes and outcomes, The priority(ies) of this call for proposals is/are:
- Lot 1: Reconciliation, Rehabilitation and Unity
- The specific objective of this lot is to support peace building and sustainable reconciliation processes in Rwanda.
- Lot 2: Voice and Accountability of Civil Society
- The specific objective of this lot is to enhance citizen’s voice and effective participation in accountability mechanisms.
- Lot 3: Environment
- The specific objective of this lot is to support climate and environment actions at local level, led by youth, to end the mutually reinforcing trends of climate change and ecosystem degradation.
- Lot 4: Art & Culture
- The specific objectives of this lot are to stimulate creativity and free artistic expression among youth and to strengthen the cultural and creative industries in Rwanda.
- Lot 5: Anti-Discrimination
- The specific objective of this lot is to protect and promote the rights of minority groups in Rwanda, including sexual minorities.
- Lot 6: Durable Solutions for Forced Displacement
- The specific objectives of this lot are to strengthen the resilience and self-reliance of forcibly displaced populations and host communities, and to contribute to providing durable solutions for forcibly displaced populations in one or more of the following camps: Kigeme, Kiziba, Mugombwa, Nyabiheke.

Funding Information
- The overall indicative amount made available under this call for proposals is EUR 12 800 000. The contracting authority reserves the right not to award all available funds.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- LOT 1 Reconciliation, Rehabilitation and Unity: EUR 5 000 000
- minimum amount of EU contribution: EUR 2 500 000
- maximum amount of EU contribution: EUR 2 500 000
- LOT 2 Voice and Accountability of Civil Society: EUR 2 000 000

- LOT 1 Reconciliation, Rehabilitation and Unity: EUR 5 000 000
- Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:
- Minimum percentage: 50 % of the total eligible costs of the action.
- Maximum percentage: 95% of the total eligible costs of the action.
Eligibility Criteria
- For Lots 1-5:
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be established in Rwanda where the action is taking place or be established in a Member State of the European Union and
- be registered for at least two years at the time of the submission of an application and
- be a civil society organisation and
- A non-Rwandan lead applicant must act with at least one co-applicant established in Rwanda “The Rwandan lead applicant may act individually or with co-applicant(s)”.
- Where non-Rwandan CSOs apply as the lead applicant, the proposals should outline how Rwandan CSOs will take the lead in priority activities and how the action will build the capacity of Rwandan CSOs.
- In order to be eligible for a grant, the lead applicant must:

- be a legal person and
- be non-profit-making and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be registered for at least two years at the time of the submission of an application and
- This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
