The Embassy of the Kingdom of the Netherlands is currently inviting eligible organizations to submit applications for the 2019 Human Rights Fund.
The Netherlands prioritizes the improvement of the global Human Rights situation. Therefore, the Ministry of Foreign Affairs has renewed its commitment in 2019 to further assist Jordan in its endeavors to improve human rights and good governance.
The Embassy prioritizes projects that introduce new ideas and innovative approaches.
Priorities
To be eligible for a contribution under the Human Rights Fund, activities must relate to one or more of the following priorities:
- Freedom of expression and internet freedom:
- Promote press freedom and encourage public dialogue through quality journalism.
- Enhance digital security, information and privacy for media users, practitioners and civil society organizations.
- Advance respect for human rights through online outlets and promote safety of human rights defenders, bloggers and activists.
- Equal rights for women:
- Strengthen gender based violence (GBV) protection legislation and systems to ensure violence-free homes and individual rights for women and girls.
- Improve the position of women in legislations to reach equal positions and encourage women’s public and economic participation.
- Socio-economic rights:
- Support the implementation of recent (2018 and 2019) labour law amendments.
Eligibility Criteria
- Only national (local) non-governmental and non-profit organizations can apply (consortiums are allowed; in that case one organization has to be in the lead).
- Duration of the project must be 2-4 years.
- A minimum indicative budget of JOD 150.000. For budgets above JOD 225.000, the applying organization should be competent and capable of reporting using the International Aid Transparency Initiative (IATI) system (https://iatistandard.org/en/). Maximum overhead allowed is 7% of the total budget.
- Activities are to be implemented in Jordan only.
- Charitable and commercial activities, research studies, academic courses, workshops/training abroad and equipment are not eligible for funding.
Selection Procedure
The assessment procedure shall consider the following components:
- The proposed activity relates to one or more of the highlighted priorities;
- The concept note contains a specific, measurable, achievable, realistic and time-related realization of its objective(s);
- The proposed budget is realistic and cost-effective;
- The activity is sustainable;
- Gender is a cross-cutting theme in the proposed intervention;
- Youth are involved in the project;
- Novel and innovative intervention is part of the project;
- Communication with relevant stakeholders such as officials and community representatives is present;
- The past performance of the applicant, including the effectiveness of past projects, activities or initiatives;
- The activities do not consist of cultural activities, such as art or theatre. These areas are ineligible for the funding framework.
