The European Commission (EC) has launched the call for proposals to strengthen the Human Capital of Women and Young People to improve their Capacity to defend their rights.
Objectives
The general objective of this call for proposals is: To continue and strengthen past and ongoing actions supported by the European Union in the area of human capital strengthening so that women, men, girls and boys lead lives free from all forms of gender-based violence in the public and private spheres.
The specific objectives of this call for proposals are:
OS1: The organizational capacities and capacities for action of civil society organizations, particularly women’s and grassroots organizations (community, including informal), are strengthened so that they are able to identify social and cultural barriers and carry out actions and advocacy contributing to long-term positive and transformative effects on issues of human rights defense, women’s rights and the fight against gender-based violence.
OS2: Promotion of women’s rights and the fight against gender-based violence is facilitated by the improvement of mechanisms, systems and actions for prevention and support, whether at the level of individuals, civil society organizations and collaborations with social services offered by public administrations supported by Malagasy institutions responsible for these issues.
OS3: Effective equality between women and men is promoted by addressing identified legal gaps and through outreach work against discriminatory cultural practices.
Priorities
The priority of this call for proposals is to contribute to the achievement of the specific objectives mentioned above, in accordance with the Action Plan on Equality between Men and Women (CLIP Madagascar 2021-2025) of the European Union:
A contextualized (socio-cultural) analysis of the situation of the rights of women, young people and groups in a vulnerable situation is carried out at the level of each intervention region, encompassing the different challenges.
Quantitative and qualitative data, disaggregated concerning the different forms of gender-based violence, practices detrimental to respect for women’s rights and the cultural and religious representations and logic in which they are rooted, are collected and mobilized in order to inform the development of intervention strategies for the proposed actions and to address the issue of taboos relating to the problem of gender-based violence and the participation of women in the selected regions and intervention zones.
Women, men, girls and boys, in all their diversity, as well as administrative and customary authorities and health centre staff are better informed about the fundamental rights of women, the manifestations and consequences of GBV (including social), as well as the existence and functioning of victim support services and are consequently better protected against all forms of gender-based violence and better equipped to deal with it.
The legal framework for the protection of women’s rights is popularized (access to inheritance, land rights, economic rights).
Women, men, girls and boys, in all their diversity, have increased access to essential services for dealing with gender-based violence (legal clinics, listening services).
Voluntary centers for the care of victims of gender-based violence and collaborations with the competent services of the Malagasy state are strengthened in order to respond more effectively to the expectations and needs of survivors/victims and to mitigate the risks of exclusion and stigmatization of their family circle and, more broadly, of their communities.
Women, men, girls and boys, in all their diversity, are agents of change in the struggle for human rights and against discriminatory social norms, gender stereotypes and gender-related drivers of conflict.
Women’s rights organizations, social movements, civil society organizations and Malagasy institutions, in accordance with national texts and international commitments, play an influential role in actions aimed at defending women’s rights and eradicating gender-based violence.
Funding Information
Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
minimum amount: EUR 2,000,000
maximum amount: EUR 5,000,000
Duration
The initial planned duration of an action cannot be less than 36 months nor exceed 48 months.
Eligibility Criteria
To be eligible for a grant, the lead applicant must:
be a legal person or an entity without legal personality or a natural person and
have no profit motive and
belong to one of the following categories of organisations: non-governmental organisation, public sector operator, local authority, international (intergovernmental) organisation as defined in Article 159(1) of the Financial Regulation of the European Union
be effectively established in a Member State of the European Union or in Madagascar or in all countries eligible under the financing instrument for cooperation
be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), without acting as an intermediary.
