EPIM Call for Proposals: A Future for Migrant Children and Youth in Greece

European Programme for Integration and Migration (EPIM) is currently inviting eligible organisations for its program entitled “A Future for Migrant Children and Youth in Greece”.

Through this call for proposals, EPIM’s “Never Alone” Fund, in a collaborative effort with the John S. Latsis Public Benefit Foundation, aims to contribute to building strong child protection systems relying on quality alternative care approaches that foster the inclusion of children and youth on the move in Greece.

Objectives

Projects submitted by groups of civil society organisations (CSOs) under this call for proposals should aim at pursuing (at least one of) the following two objectives:

Strengthen and scale quality alternative care models that offer individualised, holistic, participatory and community-based support to children and youth. Through this, EPIM seeks to establish good practice, evidence gathering, and solution-based advocacy contributing to end institutionalisation and detention of children and youth.
Supporting youth in the transition to autonomy and adulthood with a focus on access to formal education, vocational training, and/or the labour market.

Grant Information

Projects may be proposed for up to 160,000 EUR. It may be that only one project is being funded by EPIM.

Duration of Projects

The project begins after the signature of the project contract at a time agreed on with EPIM. Projects should have duration of maximum 24 months and can start from August or September 2019.

Eligible Applicants

Applicants must be charities or non-profit organisations registered in Greece and should be established at least one year prior to application.
The organisation must be non-profit and not operate nor have been created with the ultimate aim to generate personal profit. Although they may have paid staff and may engage in revenue generating activities they do not distribute profits to their members nor to their board. Where revenue-generating activities are undertaken, these should not represent the purpose of the NGO but should be solely a means to support its mission and values.
The organisation must have some degree of formal or institutional existence, unlike informal or adhoc groups, involving formal statutes or other governing documents defining their mission, objectives and scope.
While an organisation may be involved in more than one project application as a partner, it can only make one application for project funding under this call for proposals as project coordinator. The organisation that leads the application will be considered as the project coordinator.
There is no explicit cap regarding the percentage of an organisation’s total income that the project budget can represent. Nevertheless, the organisation’s capacity to absorb the grant successfully as well as general governance issues concerning organisational sustainability will be taken into account. There are however no specific organisational size criteria.

Eligible Proposals

The following criteria are a requirement for applications to be considered:

Applications must be aligned with the focus and objective(s) of the call for proposal.
Applications must be partnerships of at least two civil society organisations (service providers, advocates). Partners need to have a substantial role in the projects and be provided with the space to meaningfully collaborate.
Applications must include a combination of a (pilot) project that has been developed and proven impactful in the best interest of the child or youth, with advocacy activities. Activities to be considered include: service delivery, gathering and assessing evidence for the impact of piloted services, advocacy to scale and systemise approaches that have been developed, and capacity development interventions.
Projects should be implemented in Greece and can be implemented both, on the mainland as well as on the islands. Specificities about the different contexts should be considered in the project design.
Applications for stand-alone trainings and conferences, or individual academic study/research/travel are not eligible.
Funds cannot be provided for physical capital projects.
English is the working language of EPIM. Only applications in English will be accepted. Furthermore, the organisation’s staff communicating with the EPIM Secretariat and representing the grantees in EPIM’s capacity and network development programmes will be expected to work in English.
The currency of the budget proposals must be established in Euros.
