The European Union (EU) is currently accepting proposals from eligible organizations for its “Labour Market Support Programme for Young People Not in Employment Education or Training (NEETs) (NEET PRO)”.
Objectives
- The global objective of this call for proposals is to increase employment of NEETs based on current labour market needs.
- The specific objective of this call for proposals is to increase employability and labour force participation of NEETs by providing comprehensive and holistic active labour market measures.
Priorities
The priority(ies) of this call for proposals are:
- Inclusion of the people who are 15-29 years old NEETs in the project as target groups.
- Reaching NEETs and registration of them to İŞKUR .
- Increasing employability through ALMPs based on vocational trainings (obligatory) (with issued a valid certification), entrepreneurship training programmes, on the job training, generic skills (communication skills, business skills, leadership skills, problem-solving, computer skills, etc.) and/or soft skills (motivation and stability, self-esteem, self-confidence, self-awareness, etc.) trainings providing the daily allowance and improving qualifications of NEETs in line with the local labour market needs.
- Supporting active job search of NEETs through implementation and monitoring of Individual Action Plans (IAP) providing the Jobseekers Allowance (JSA) and/or moving subsidy in close cooperation with İŞKUR provincial directorates by way of Job and Vocational Counsellors (JVCs).
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Minimum amount: EUR 200.000
- Maximum amount: EUR 350.000
Location
Actions must take place in Turkey.
Duration
The initial planned duration of an action may not be lower than 10 months nor exceed 12 months.
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as:
- Non-governmental organisation (NGOs) working in the field of social policies and/or youth,
- Cooperatives,
- Technology Development Zones and other similar organizations subject to Law Numbered 4691,
- Local Authorities (such as Municipalities, Special Provincial Administrations, Union of Providing Services for Villages etc.)
- Development Agencies,
- Professional organisations (such as federations, confederations, employers’ and employees’ organizations/ institutions, chambers of commerce and/ or industry, chambers, unions and organized industrial zone, commodity exchange etc.),
- Universities,
- Trade Unions and Confederation of Workers and Employers,
- International (inter-governmental) organisation as defined by the EU Financial Regulation
- be established in a Member State of the European Union or an eligible country according to the annex I of Regulation no 231/2014
- ‘For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. Unless sector-specific eligibility rules provide otherwise, if the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, you will cease to receive EU funding (while continuing, where possible to participate) or will be required to leave the project on the basis of the general conditions (Annex G-II) of the grant agreement’.
- This obligation does not apply to international organisations.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- There is no minimum and maximum number of co-applicant(s).
- In case the applicant is not established in Turkey, it must act with at least one co-applicant that is established in Turkey.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Affiliated entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
