The European Union is currently accepting proposals for a programme entitled “Capacity Building in the Field of Climate Change in Turkey Grant Scheme (CCGS)” with an aim to reduce anthropogenic greenhouse gas (GHG) emissions to contribute to the global efforts to mitigate the climate change in line with the scientific evidence.
The programme is divided into two lots:
- Lot 1: Small Scale Projects(EUR 2.000.000)
- Lot 2: Large Scale Projects(EUR 3.500.000)

- Climate Change Mitigation
- Climate Change Adaptation
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1: Small Scale Projects
- minimum amount: EUR 10.000
- maximum amount: EUR 50.000
- Lot 2: Large Scale Projects
- minimum amount: EUR 50.000
- maximum amount: EUR 200.000
Location
Actions must take place in Turkey.
Duration
The initial planned duration of an Action may not be lower than 6 months or exceed 18 months for Lot 1 while may not be lower than 12 months or exceed 24 months for Lot 2.
Eligibility Criteria
In order to be eligible for a grant, the lead applicant must:
- For Lot 1:
- be a legal person, and
- be established in a Member State of the European Union or Turkey or an eligible country according to the IPA Regulation , and
- be directly responsible for the preparation and management of the Action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- be an NGO (including those established as not-for-profit companies/charitable organizations in the EU Member States or other eligible countries except Turkey) working in the field of environment and climate change, or
- be a local government , or
- be a municipality, or
- be a university or its research institution/centre .
- For Lot 2:
- be a legal person, and
- be established in a Member State of the European Union or Turkey or an eligible country according to the IPA Regulation, and
- be directly responsible for the preparation and management of the Action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- be a metropolitan municipality in Turkey, or
- be a municipality in Member State of the European Union or other eligible countries according to the IPA Regulation (except Turkey).
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
