European Union (EU) has announced a call for proposals for the Climate change and integrated management of coastal zones in Senegal: Climate resilience at the local level.
Objectives and Priorities
The general objective of this call for proposals is to sustainably improve the living conditions of coastal populations affected by climate change. The specific objective of this call for proposals is to improve local climate resilience through actions in the field in Petite Cote, Sine Saloum and Casamance.
The priorities of this call for proposals are:
- Concerted management in order to increase sustainability and reduce conflicts around the management and access to natural resources, as part of climate and coastal action;
- Obtaining tangible effects for the target communities, allowing them to build their climate resilience in a sustainable way;
- Support for the development of the livelihoods of island and coastal communities, as a response to climate change.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2,600,000 (two million six hundred thousand Euros). The contracting authority reserves the right not to allocate the totality of the funds available. Indicative envelope per lot / geographical breakdown:
- 866 667 EUR for the Petite Cote zone (lot n ° 1);
- 866 667 EUR for the Sine Saloum zone (lot n ° 2);
- 866 666 EUR for the Casamance zone (lot n ° 3).
Eligibility Criteria
Lead applicant(s)
- be a legal person; and
- belong to one of the following categories of organizations: non-governmental organization, public sector operator, local authority, and
- be established in an eligible State as defined by the basic act (Instrument for Development Cooperation); and
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (s), and not act as an intermediary; and
- have an operational base and be legally registered in Senegal.
Co-applicant(s)
- The co – applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant himself.
- The co-applicants must sign the mandate form.
Affiliated entity(ies)
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and / or co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, under Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of companies.
- Entities affiliated with an applicant can therefore be:
- entities directly or indirectly controlled by the applicant (first-rank subsidiaries or subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). In the same way, it could be about entities controlling an entity contradicting the applicant;
- entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant can therefore be:
- membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliate entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association, …) that the affiliated entity proposes.
- control, under Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of companies.
