The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Scheme (CBSS) for Kyrgyzstan” to strengthen the capacity of civil society and human rights organisations to enhance respect for human rights and fundamental freedoms and to promote democratic dialogue.
Priorities
- Contributing to reduce the use of torture and other cruel, inhuman and degrading treatment and punishment across the country.
- Contributing to diminish gender-based violence, including in particular domestic violence, sexual violence, forced marriages and bride kidnapping practice.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 600,000 and EUR 800,000.
Location
Actions must take place in the Kyrgyz Republic.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level,
- be international (inter-governmental) organisation as defined the Rules of application of the EU Financial Regulation (I. Os)
- European Union or in a Member State of the European Economic Area (EEA), or in Switzerland, or in Beneficiaries of the Instrument for pre-accession assistance (IPA II beneficiaries – Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Kosovo , Montenegro, Serbia, and Turkey) or in Partner countries or territories covered by the ENI Instrument (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Republic of Moldova, Morocco, occupied Palestinian territory (oPt), Syria, Tunisia, Ukraine) or in Partner countries covered by Development Cooperation Instrument (DCI – ). This obligation does not apply to I.Os,
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- have solely implemented or, in case of partnerships, coordinated (as a leading beneficiary) projects with an aggregate value of at least EUR 300,000; only projects ended after 31/12/2012 can be taken into account..
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations. The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s). However, if the lead applicant is not a “local organisation” (i.e. legally established on the territory of the Kyrgyz Republic) as defined below, it must act with at least one “local organisation” as co-applicant.
