The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Enhancing Local Authorities’ contribution to governance and development processes in Palestine” in order to support LAs’ contribution towards reinforced governance, accountability and inclusive policymaking in the framework of the MIP.
Objectives
- Improved institutional and operational capacities of LAs in Area C in executing their political, institutional and operational mandate (i.e. leadership, planning, budgeting, implementation, communication, etc.);
- Enhanced capacity of LA to effectively deliver public services, notably social services, and to take measures to promote inclusive and sustainable growth;
- Increased role of Las as catalyst of action by local actors, including via multi-stakeholder partnership for service delivery;
- Strategic and innovative development plans for the identified territory tested and scaled up through multi-actors partnerships;
- Initiatives aimed at ensuring broad social participation and fostering social cohesion tested and scaled up in Area C territory;
- Improved quality, sustainability and resilience of population living conditions and livelihoods in the selected territory, to ensure broad sharing of the benefits of territorial development;
- Enhanced institutional and operational capacities of Association of Local Authorities (ALA).
Size of Grants
Any grant requested under this call for proposals must fall between EUR 300,000 and EUR 500,000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a Local Authority or Association of Local Authorities from Palestine or from a Member State of the European Union
- be established in a Member State of the European Union or in Palestine and
- for Local Authorities from Palestine, be a Local Authority in West Bank and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).
- The lead applicant established in a country other than Palestine must act together with at least one co-applicant established in Palestine. The co-applicant in this case must be a Palestinian LA or ALA.
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.
