The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Enhancing the contributions of civil society and local authorities to human rights, governance and development processes”.
Lots & Priorities
- Lot 1: Civil Society Organisations (CSOs)
- Actions aimed at strengthening civil society research, evidence-based advocacy and CSO-media collaboration including developing the political economy analysis, research and budget analysis skills of Rwandan CSOs;
- Actions aimed at supporting Rwandan CSOs to use social accountability and ICT tools to promote the accountability, public transparency, and budgetary oversight of public authorities;
- Actions aimed at strengthening citizen participation (of men and women) in local government planning, monitoring and evaluation processes.
- Lot 2: Local Authorities (LA)
- Actions aimed at improving the accountability of local authorities and at strengthening citizen participation (of men and women) in local government planning, monitoring and evaluation processes;
- Actions aimed at improving the capacity of local authorities to engage citizens (men and women) in local revenue mobilisation.
- Lot 3: EIDHR
- Actions aimed at promoting freedom of expression, investigative journalism, and access to information;
- Actions aimed at supporting Rwandan CSOs and human rights defenders working to prevent torture, other cruel, inhuman or degrading treatment or punishment, provide rehabilitative and legal services to victims of torture, advocate for effective safeguards to prevent torture, and to monitor reports of enforced disappearances and other similar human rights violations.
- Actions aimed at supporting Rwandan CSOs and human rights defenders to monitor the implementation of government obligations and to advocate for the inclusion of international human rights instruments in national and local policies and plans;
- Actions aimed at supporting Rwandan CSOs and human rights defenders to promote antidiscrimination and protect the rights of men and women from minorities and vulnerable groups, including those belonging to the Lesbian/Gay/Bisexual/Transgender and Intersex (LGBTI) community, historically marginalised groups, and people with disabilities.
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- LOT 1: CSO
- minimum amount of EU contribution: EUR 300,000
- maximum amount of EU contribution: EUR 1,000,000
- LOT 2: Local Authorities
- minimum amount of EU contribution: EUR 300,000
- maximum amount of EU contribution: EUR 1,000,000
- LOT 3: EIDHR
- minimum amount of EU contribution: EUR 100,000
- maximum amount of EU contribution: EUR 400,000
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- For Lot 1: CSO
- be a legal person
- be non-profit-making
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- be registered for at least two years at the time of the submission of an application
- be a civil society organisation
- be established in Rwanda where the action is taking place or be established in a Member State of the European Union or of the European Economic Area or in a developing country as included in the list of ODA recipients, or in member countries of the OECD
- The lead applicant must act with one (or more) co-applicant(s) as specified hereafter, in order to achieve stronger ownership and impact.
- A non-Rwandan lead applicant must act with at least one co-applicant established in Rwanda.
- The program encourages Rwandan CSOs to apply as the lead applicant in order to promote ownership and local leadership, in line with the overall objectives of the action.
- Where non-Rwandan CSOs apply as the lead applicant, the proposals should outline how Rwandan CSOs will take the lead in priority activities and how the action will build the capacity of Rwandan CSOs.
- For Lot 2 LA:
- be a Rwandan Local Authority, with legal personality, or partnership of Rwandan Local Authorities
- The program encourages Rwandan Local Authorities (lead applicant) to act with a co-applicant, either a local authority or CSO (including Associations of Local Authorities)
- For Lot 3 EIDHR:
- be a legal person or an entity without legal personality or a natural person and
- be non-profit-making
- be a civil society organisation
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations
- For Lot 1: CSO
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
