The European Union (EU) is currently accepting proposals from eligible organizations to provide funding under two programme lots:
- LOT 1: European Instrument for Democracy and Human Rights (EIDHR)
- LOT 2: Organizations of Civil Society (OSC)
Program Objectives and Priorities
- EIDHR – BATCH 1:
- The general aim of this call for proposals is to support civil society in the framework of the protection and promotion of human rights and fundamental freedoms in Côte d’Ivoire.
- This specific aim of this call for proposals is to strengthen democratic governance and improve the rights of detainees.
- This call for proposals has the following priorities:
- Actions to strengthen democratic culture, preserve concord by preparing and accompanying the upcoming electoral processes In this context, special attention will be given to actions in favor of civic education and citizenship, voter education, rapid counting mechanisms, awareness campaigns and to any civil society action contributing to a peaceful and inclusive process elections and acceptance of the results.
- Actions to improve the rights of prisoners , particularly vulnerable persons like women and young people
- OSC – BATCH 2:
- The general aim of this call for proposals is to promote the role of civil society as a whole as a real actor of democratic development.
- This specific call for proposals is aimed at :
- strengthening the voice of young people and their social inclusion,
- promote an increased role for CSOs as an instrument for promoting peace and Democratic Dialogue
- Increase the participation of CSOs in monitoring the implementation of the Interim Economic Partnership (APEi) especially in the field of growth and creation jobs through the promotion of trade, investment and innovation.
- These objectives are fully in line with the “Road Map” which defines three main priorities
- Promote an enabling environment by facilitating the improvement of the legal and institutional framework on the existence and activities of the Ivorian Civil Society Organizations;
- Promote dialogue between civil society, the state and international cooperation institutions, in particular by supporting the establishment of dialogue platforms as part of the definition and monitoring national, sectoral and local public policies;
- Strengthen the institutional and organizational capacities of CSOs as development actors and citizen control.
- This call for proposals has the following priorities:
- Actions contributing to increase the voice of young people and their inclusion in society, in particular through support for the traditional and social media
- Actions to promote greater participation of CSOs in the prevention of conflicts and in the promotion of peace and democratic dialogue
- Actions contributing to the participation of CSOs in monitoring the implementation of the Interim Economic Partnership (APEi)
Size of Grants
Any application for an EU grant under this Call for Proposals for both lots must be between the following minimum and maximum amounts:
- Lot 1:
- minimum amount: EUR 400,000
- maximum amount: EUR 550 000
- Lot 2:
- minimum amount: EUR 500,000
- maximum amount: EUR 750 000
Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- have no profit and
- be a Civil Society Organization
- be established in a Member State of the European Union or be a member of the OECD or be established in Ivory Coast and
- be directly responsible for the preparation and management of the action with the co-applicant (s) and entity or affiliated entities, and not act as an intermediary and
- prove that he has regularly carried out similar activities to those proposed for a duration greater than 12 months and
- Have sufficient capacity and experience to carry out the grant, that is to say to have performed as a minimum (as applicant or leader) in the last three years implementation of a project at least equal to the amount of the project proposed under this call for proposals
- To be eligible for a grant, the lead applicant must:
- Co-Applicant (s)
- The co-applicants participate in the development and implementation of the action and the costs they incur are eligible in the same way as those borne by the lead applicant
- Co-applicants must meet the same eligibility criteria as those applying to lead applicant himself
- Affiliated entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or to the co-applicant (s):
- Only those entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of enterprises:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries of first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second level affiliates), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Of the similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, ie the applicant is legally defined as, for example, a network, a federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) that the proposed affiliated entity.

How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
