The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Improving agricultural services in Malawi” using the Farmer Field School (FFS) approach” with an aim to promote sustainable agricultural growth and incomes in Malawi.
Priority Issues
- Coordination with local authorities, especially those in charge of agriculture (PM, DADO, AEDCs, AEDOs) to ensure a harmonized development of the sector at local level.
- Sensitization and organization of farmers into FFS learning groups around the community based facilitators in view of participatory identification of the main constraints to be addressed during the training. The number of FFS learning groups supervised and trained by individual CBFs will have to increase season after season.
- Organization, support and facilitation of the pool of community based facilitators existing in the KULIMA districts (after their training by FAO) to deliver their training to the communities.
- Provision, in a timely manner, of the required inputs to run the learning process and to ensure increased and sustainable production to the various farmers’ groups.
- Identification and mobilization of any required specialized service provider/subject matter specialist (advice) to provide support to the CBFs and to farmers’ groups in view of improving the capacity to address the various issues affecting the production system as well as the post-harvest practices.
- Identification, beyond the formed FFS groups, of some specific areas to ensure large scale community mobilization actions for implementing particular good practices to strengthen sustainable production systems.
- Design and implementation of systems for improved access to diversified and appropriate inputs for the benefit of the grass root beneficiaries/farmers.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 13,000,000 and EUR 14,000,000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined of the Rules of application of the EU Financial Regulation
- be established in a Member State of the European Union or ACP or OECD/DAC members or the European Economic Area (EEA).
- This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant must act with co-applicant(s) as specified hereafter.
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.

- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
