The European Union (EU) is currently accepting proposals from eligible organisations for a entitled programme “Modernizing Vocational Education and Training (VET) Centres in Azerbaijan” in order to increase the attractiveness and labour-market relevance of all levels of VET.
The global objective of this call for proposals is to contribute to the modernisation of the education and training systems in Azerbaijan, enhancing quality, equality, relevance and access in line with European standards and practices.
The intention is to modernise selected VET centres in various regions of Azerbaijan, which will be providing high-quality vocational education and training that is:
- relevant to labour-market needs
- in line with latest economic and societal developments in the country
- equipping graduates with the skills needed in the labour market
- substantially improving graduates´ employment opportunities.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 1,300,000 and EUR 2,000,000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be a specific type of organisation such as: non-governmental organisation, community-based organisation, business association, public-sector operator, local authority, VET centre, education institution, universities, international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation and
- be established in the Republic of Azerbaijan, a Member State of the European Union, accession or official candidate country or the European Economic Area . This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator in Annex E3h1 (Special Conditions). The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinates the design and implementation of the action.

- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
