The European Union (EU) is seeking proposals for its grant program “National Resource Center for Civil Society in Albania” to select an organisation or a consortium that will establish a National Resource Centres for Civil Society Organisations to support development of the sector in Albania and further enhance cooperation between civil society organisations, donor community, state institutions and other relevant stakeholders.
The overall objective of the IPA Civil Society Programme (2016-2017) programme covered by this call for proposals is to strengthen participatory democracies and the EU integration process in the Western Balkans and Turkey by empowering civil society to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society and pluralistic media.
The global objective of this call for proposals is: to strengthen capacities of civil society to be effective, transparent and accountable independent actors and contribute to an environment that is conducive to civil society and to participatory democracy and the EU integration process in Albania.
Objectives
- To contribute to stronger CSOs by supporting organisational development, networking, communication and linkages to media and advocacy efforts that contribute to improvement of working standards and advocate for the implementation of the roadmap on enabling environment for Albania.
- To provide support, information, exchanging and networking at local and national level that contributes to an increasing role of civil society in the EU integration process and other reform processes in the country.
- To strengthen the competence, transparency, effectiveness, accountability and self-governance of Civil Society Organisations.
Grant Information
The overall indicative amount made available under this call for proposals is EUR 500,000.00.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organisation, such as non-governmental organizations,
- be legally registered in Albania
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be experienced (minimum of 3 years of experience within the last 5 years, contributing to the development of civil society sector (having conducted at least five of activities mentioned under Types of activities, section 2.1.4), and able to demonstrate their technical expertise and capacity to manage activities corresponding to the size and type of the project for which a grant is requested ; and
- be free of any political affiliations or membership.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- Co-applicant(s)
- The lead applicant may act individually or with minimum one (1) and maximum two (2) co-applicants, forming a consortium.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies)
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to applicant may hence be:
- Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
- Co-applicant(s)
