The European Union (EU) is currently seeking proposals for its grant program entitled “Support for the Gradual Implementation of a Long-Term Local Support Package, Especially for Emerging CSOs”.
Objectives
- The overall objective of PASOC, which this call for proposals is to contribute to, is to contribute to the rooting of democracy and the culture of dialogue and peace in Chad through the increasing and effective participation of CSOs, and through them, the citizen in the process of political, economic and social life of the country.
- Specifically, it consists in making Chadian civil society a responsible, credible, informed and competent partner of the country’s economic, political and social life, in order to increase, in the long term, citizen participation in the process of taking and follow-up of decisions at local and national level.
- The general aim of this call for proposals is to strengthen the managerial and operational capacities of associations and to provide them with training, advice and information related to life and associative action. The objectives being, a greater participation of CSOs in local development, a more structured organization of the associative movement allowing to have a strong interface of quality and the multiplication of the actions of cooperation between CSOs and public authorities.
- The purpose of this call for proposals is to set up a local CSO support mechanism.
Priorities
This call for proposals is given priority (s):
- Improving the organization and functioning of governance bodies and fostering the acquisition of skills and expertise in emerging CSOs and other grassroots community organizations;
- Strengthening the active participation of community-based organizations (CBOs) in the development, implementation and monitoring-evaluation of development strategies, policies and plans;
- Strengthening and sustaining links between CSOs, local authorities and decentralized state services;
- Training of community actors in the identification and implementation of development projects.
Grant Information
The overall indicative amount made available under this call for proposals is EUR 1 503 147, ie CFAF 986 000 000.
Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person, not-for-profit, attested by the registration receipt, and
- be an organization that does not have the same objectives as political parties:
- belong to one of the following categories: non-governmental organization and organization of Chadian civil society, local authority and international organization (intergovernmental), as defined of the Rules of Application of the Financial Regulation of the Union European and
- be established in Chad or in a Member State of the European Union and / or ACP (Africa, Caribbean, Pacific) and other eligible nationalities in accordance with Regulation 1905/2006 establishing a financing instrument for development cooperation and Revised in 2010 of the Cotonou Agreement. This obligation does not concern international organizations; and
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary
- at least seven (7) years of existence, evidenced by a registration receipt;
- have at least five (5) years of activities certified by at least four annual activity reports, audit reports or any other document confirming the effective functioning of the organization.
- Produce the list of CSOs and CBOs supported over the past three years.
- Can not participate in calls for proposals or receive grants, potential applicants in any of the situations
- To be eligible for a grant, the lead applicant must:
- Co-Applicant (s)
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself.
- Affiliated entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
