The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Support to Civil Society Organizations Capacities” to contribute to strengthening Civil Society’s role and capacities in Albania.
The objective of this Call for Proposals is to strengthening CSO’s watchdog role, organizational capacities and their role as drivers of change, promoting human rights protection, transparency and good governance, promote freedom of opinion and expression and partnership with media, accountability and fight against corruption, support active participation and advocacy work at local and national level to monitor and influence policies, legislation and decision making processes and implementation of key reforms and further support of the country in the EU accession process.
The programme is divided into seven lots:
- Lot 1: Good governance, media and transparency
- Lot 2: Social economy
- Lot 3: Human rights and fundamental freedoms
- Lot 4: Right to health and mainstreaming rights for people with disabilities
- Lot 5: Environment protection
- Lot 6: Rural development
- Lot 7: Media and freedom of expression and opinion
Grant Information
The overall indicative amount made available under this call for proposals is EUR 5,400,000. The Contracting Authority reserves the right not to award all available funds.

Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person officially registered since at least two years before the call is launched, and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation. They may include: non-governmental organizations, CSO associations, CSOs centres, foundations, international (inter-governmental) organisation
- be established in a Member State of the European Union or in an accession or official candidate country as recognised by the European Union or in Member State of the European Economic Area. This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s)and affiliated entity (ies), not acting as an intermediary.
- In case that the lead applicant is a civil society organization not officially established in Albania, it must act with at least 1(one) co-applicant that is officially established in Albania.
- The applicant must ensure that the action proposed is in line with the status, experience and expertise of the organization.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicants and affiliated entity (ies) are not in any of these situations.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
