The European Commission is calling proposals for Promotion of the Culture of Equality & Female Empowerment and Employability. The Governmental Plan for Equality II (PGE II) whose vision is to “Achieve gender equality and empower all women and girls, based on a human rights-based approach “.
Objectives
- The general objective of the program is to contribute, through the human rights approach, to gender equality in the Morocco.
- The specific objectives are as follows:
- increase the empowerment of women and the enjoyment of their rights.
- fight against violence against women and promote a culture of equality.
- ensure the integration of gender in sectoral public policies and local governance.
Thematic Axes
- 4 thematic axes:
- Axis 1: Strengthening the employability and economic empowerment of women
- Axis 2: Women’s rights, in relation to the family
- Axis 3: Participation of women in decision-making
- Axis 4: Protection of women and strengthening of their rights
- 3 Other Transversal Axes:
- Axis 5: Dissemination of the culture of equality and fight against discrimination and stereotypes based on gender
- Axis 6: Gender mainstreaming in all government policies and programs
- Axis 7: Territorial variation of the objectives of PGE II.
Priorities
The priorities of this call for proposals are:
- LOT 1: Promotion of a culture of equality and fight against violence and stereotypes
- The fight against sexist stereotypes with a prior situation analysis and a strategy intervention through: priority communication vectors, measures support, impact analysis and the establishment of strategic partnerships and multipliers with sectoral and local authorities, media, private sector and / or authorities religious and traditional.
- Prevention of violence against girls and women, including in the fight against marriage minors.
- Work with families, young boys and men on gender stereotypes and the prevention of violence.
- Support for positive masculinity and fatherhood.
- Innovative support for changing the perception of the role of women in socio-economic life, their rights, their social and economic contribution, and their prospects
- LOT 2- Promotion of female empowerment and employability
- Support for resilience and economic recovery in a post-COVID 19 crisis context, including facilitating access to information on economic stimulus and protection measures by complement to institutional communication.
- Promotion of an enabling environment for economic empowerment and decent work for women through strategic and multiplier partnerships with sectoral authorities and local and private sector and advocacy
- Support methods for professional integration / promotion and entrepreneurship (in upstream and downstream, advisory support for the organization, management and structuring in relation to the authorities and private sector actors);
- Targeted actions for new opportunities, including in areas with high potential for female employment (ie, a typical roles).
Funding Information
- The overall indicative amount made available under this call for proposals is 3,800,000.00 EUR.
- Lot 1: Promotion of the Culture of Equality: 1,500,000 EUR.
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- minimum amount: 500,000 EUR
- maximum amount: 800,000 EUR
- Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
- minimum percentage: 51% of the total eligible costs of the action
- maximum percentage: 90% of the total eligible costs of the action
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- Lot 2: Promotion of female empowerment and employability: EUR 2,300,000
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts
- minimum amount: 500,000 EUR
- maximum amount: EUR 1,200,000
- Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
- minimum percentage: 51% of the total eligible costs of the action
- maximum percentage: 90% of the total eligible costs of the action
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts
Eligibility Criteria
Lead applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- belong to one of the following categories: associations or organizations not governments, university institutes, research centers, international organizations(intergovernmental), organizations / associations of economic operators representing the Small and Medium Enterprises and
- be established in Morocco or in the European Union; This obligation does not apply to international organizations and
- be directly responsible for the preparation and management of the action with the co-applicants and the entity or affiliated entities, and not act as an intermediary and
- have carried out programs and / or projects (one or more), in Morocco and / or in the region MENA, in supporting the promotion of equality and / or empowerment and / or employability feminine and / or promoting a culture of equality over the past three (3) years preceding the filing of the application.
Co-applicant (s)
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those supported by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the applicant leader himself.
- Co-applicants must sign the mandate.
- If the grant is awarded to them, potential co-applicants become beneficiaries within the framework ofthe action (with the coordinator).
- Applicants appearing on the lists of persons, groups and entities subject to measures restrictive of EU.
Affiliated Entity (ies)
- The lead applicant and its co-applicants may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s)
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
