The European Union (EU) is seeking proposals from eligible organizations for its program entitled “Town Twinning Action between Turkey and the EU Grant Scheme (TTGS)” to improve administrative and implementation capacity of Turkey at local level in the EU Accession process.
The specific objective of this call for proposals is to create sustainable structures for stimulating exchange between local administrations in Turkey and local authorities in EU Member States in areas relevant to the EU accession through town twinning actions.
Priority Areas
- Developing and/or deepening town twinning relationship between local administrations/authorities in Turkey and EU Member States,
- Reinforcing the role of local administrations/local authorities in European integration and EU-Turkey relations in line with the EU acquis chapters and/or UN Sustainable Development Goals and/or priorities of CEMR .
Size of Grants
Any grant requested under this call for proposals must fall between EUR 60.000 and EUR 130.00.
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person or, and
- be non-profit making, and
- be established in a Member State of the European Union or Turkey or an eligible country according to the IPA Regulation , and
- be directly responsible for the preparation and management of the action with the co-applicants and affiliated entitiy(ies), not acting as an intermediary, and
- be a local administration in Turkey (municipality, special provincial administration, union of municipalities other than UMT, governorate and district governorate), or
- be a local authority in the EU Member States or an eligible country according to the IPA Regulation, except Turkey.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- In order to be eligible for a grant, the lead applicant must:
- Co-applicants
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Having at least two co-applicants is mandatory for this call for proposals.
- A lead applicant from Turkey must have at least one co-applicant which is local authority from EU Member States. A lead applicant from EU Member States must have at least one co-applicant which is a local administration from Turkey. A lead applicant from other eligible countries must have at least one co-applicant which is local administration from Turkey and one co-applicant which is local authority from EU Member States.
- Affiliated entities
- The lead applicant and its co-applicants may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicants:
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
- Entities affiliated to an applicant may hence be:
