The European Union (EU) is currently seeking proposals for its grant program entitled “Support, Training of CSOs, Sector Advocacy, and Sector Advocacy Actions Led by Coalitions of CSOs”.
Objectives
- The overall objective of PASOC, which this call for proposals is to contribute to the rooting of democracy and the culture of dialogue and peace in Chad through the increasing and effective participation of CSOs, and through them, the citizen in the process of political, economic and social life of the country.
- Specifically, to make the Chadian civil society a responsible, credible, informed and competent partner of the country’s economic, political and social life, in order to increase, over time, citizen participation in the process of taking and monitoring decisions at local and national level.
- The general purpose of this call for proposals is to contribute to the strengthening of CSOs as agents of change and development.
- This call for proposals has the specific objective (s):
- Build the capacity of CSOs and CBOs in sector advocacy.
Priorities
This call for proposals is given priority (s):
- Targeted actions:
- Actions that strengthen the capacity of CSOs to design, plan, implement and evaluate advocacy actions in the State-Civil Society sector dialogue, and
- Advocacy actions aimed at strengthening the State-local authorities and civil society sectoral dialogue at the local, provincial and national levels, in order to better take into account the orientations and objectives of the populations.
- Targeted applicants: Targeted applicants are coalitions of CSOs led by a lead organization. OSC applications outside the coalition are not solicited.
- Leaders of CSO coalitions, with experience in the chosen sectoral theme. The coalition must include at least two (2) women’s and youth organizations.
- The co-applicants, members of the coalition, may be: trade unions, professional and socio-professional organizations, CSOs, academic and research institutions (universities, grandes écoles, research institutes, etc.).
Size of Grants
Any grant requested under this Call for Proposals must be between the following minimum and maximum amounts:
- minimum amount: CFAF 25,000,000 (€ 38,112)
- maximum amount: CFAF 30,000,000 (€ 45,735)
Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person or a natural person and
- have no profit and
- belong to one of the following categories of organization: non-governmental organization, public sector operator, local authority, international (intergovernmental) organization as defined of the Rules of Application of the Financial Regulation of the European Union
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary
- have at least five years of existence attested by official registration documents;
- produce at least three annual activity reports, or annual audit reports, or any other official document confirming its operation over the last three years.
- Can not participate in calls for proposals or receive grants, potential applicants in any of the situations
- To be eligible for a grant, the lead applicant must:
- Co-Applicant (s)
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself.
- Affiliated entity (ies)
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity
- Entities affiliated with an applicant may therefore be:
