The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Civil Society Organization and Local Authorities in Development” to contribute the strengthening of civil society organizations in Haiti as actors in governance and to enhance their participation and capacity as key actors in development.
Type of Lots
- Lot I: Combating the effects of climate change and protecting the environment
- Help civil society and local authorities in the North, Northeast and Central departments to become more sensitive and accountable for the effects and causes of climate change and for the protection of the environment.
- Support the process of local governance and territorial planning to lead to the development and implementation of concrete and collective actions integrating the fight against climate change and the protection of the terrestrial and marine environment in the departments North, Northeast and Center.
- Align with national climate change policy documents such as: National Climate Change Policy (NCCP) and NDC (National Determined Contribution).
- Strengthen local structures to fight climate change and protect the environment;
- Lot II: Preventing and combating violence against women and girls
- Promote and improve access to support services for victims of violence, including through partnerships with specialized entities at all levels (national and local);
- Promote the rights and protection of victims of violence;
- Influence the political, normative and judicial framework for preventing and combating violence against women and girls.
- Lot III: Strengthen the culture sector as a vector of local economic and inclusive development
- Support artistic and cultural creation, including younger generations;
- Strengthen the professional capacities and skills development of actors and operators in the cultural, creative and artistic fields;
- Support the development and structuring of the cultural and artistic sector.
Size of grants
Lot I: Combating the effects of climate change and protecting the environment
- minimum amount: 300,000.00 EUR
- maximum amount: 500,000.00 EUR
Lot II: Preventing and combating violence against women and girls
- minimum amount: EUR 333,333.00
- maximum amount: EUR 666,666.00
Lot III: Strengthen the culture sector as a vector of local economic and inclusive development
- minimum amount: 311,000.00 EUR
- maximum amount: EUR 625,000.00
Eligibility Criteria
Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person and;
- have no profit and;
- belong to one of the following categories of organization: non-governmental organization (association, foundation, etc.)
- be established in Haiti for at least five years, or in a member country of the European Union, or in one of the eligible countries.
- For British applicants: please note that the criteria for eligibility must be respected throughout the duration of the grant. Unless otherwise specified in the sectoral eligibility rules, if the United Kingdom withdraws from the European Union during the subsidy period in the absence of an agreement with the EU, in particular to ensure that United Kingdom applicants continue to be eligible, you will no longer receive funding from the EU (while continuing, if possible, to participate) or you will be required to leave the project on the basis of the article which will be expressly written into the grant contract allowing the termination of the said contract (modification of the legal position of the beneficiary).
Co-Applicant (s)
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself or may be local authorities and / or associations of local authorities.
Affiliated entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
