The European Union (EU) is currently accepting proposals for its European Instrument for Democracy and Human Rights (EIDHR) Haiti 2018/2019 to support and strengthen civil society organizations, activists for democracy and human rights defenders working in critical areas of human rights and democracy in Haiti.
Type of Lots
- Lot 1: Promote the participation of civil society in the protection and defense of civil and political rights of persons deprived of their liberty in Haiti.
- Actions that propose at least 2 of the following priorities will be assessed as more relevant:
- Strengthen the capacity of rights holders (citizens) to require debtors (state) to respect the rights of persons deprived of their liberty;
- Protection and accompaniment of adults and minors deprived of their liberty through legal assistance, respect for the right to a legal process within the time limits established by the Haitian Constitution as well as improvement of the conditions of detention in accordance with international standards ;
- Promotion of knowledge of national laws and international conventions on the conditions of detention and treatment of detainees;
- Build the capacity of organizations, professionals and auxiliaries of the justice system as well as networks of human rights defenders to advocate for the rights of the most vulnerable detainees in Haiti;
- Promote the use of constitutionally guaranteed protection mechanisms such as mediation, arbitration and habeas corpus.
- Actions that propose at least 2 of the following priorities will be assessed as more relevant:
- Lot 2: Improve the general conditions of detention as well as accompany and promote the re-education and social reintegration of adults and minors in detention.
- Actions that propose at least 3 of the following priorities will be evaluated as more relevant:
- Promote measures to improve the general conditions of prisoners in penitentiary centers (including access to water and nutrition);
- Support the social reintegration of adults and juveniles in detention, including through education (including literacy and learning and vocational training activities);
- Promote and improve access to psychosocial support services and access to medical services for prisoners;
- Promote the interaction between the private sector and the prison environment aimed at creating Job banks for prisoners coming out of prison;
- Assist in the creation of spaces dedicated to psychosocial activities in penitentiary institutions.
- Actions that propose at least 3 of the following priorities will be evaluated as more relevant:
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 1.600.0001. The Contracting Authority reserves the right not to allocate all available funds.
- Indicative amount per lot:
- Lot 1: 800.000 EUR
- Lot 2: 800.000 EUR
Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- Belong to one of the following organization categories:
- Non-governmental organization, non-profit public sector agencies, institutions and organizations, local authority, international (intergovernmental) organization as defined in Article 43 of the Rules of Application of the Financial Regulation of the European Union.
- International and regional intergovernmental organizations;
- national human rights institutions; and
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary and;
- be established in Haiti or in another eligible country as indicated in the basic act;
- if the applicant is not of Haitian nationality he is obliged to have a Haitian co-applicant;
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the entity or affiliated entities, and not act as an intermediary.
- To be eligible for a grant, the lead applicant must:
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
