The European Commission (EC) is calling for proposals for European Union (EU) Neighbourhood, Development and International Cooperation Instrument (NDICI) Global Europe – Thematic Human rights and democracy programme 2022.
Objectives
- The global objective of this call for proposals is to contribute to the upholding of democratic principles and the promotion and protection of human rights of the citizens of Israel and those for whom Israel is a duty bearer, in compliance with international standards and obligations.
- The specific objectives of this call for proposals are:
- Specific objective 1: To improve awareness and perception of human rights by residents and citizens of Israel to support increased human rights accountability at the domestic level.
- This objective aims at promoting active participation and ownership of human rights in the Israeli democratic space among all residents and citizens of Israel. Currently, human rights are at times wrongly perceived by many in Israel as restricted to segments of the political spectrum and encompassing only a few issues which seemingly do not resonate with or apply to other constituencies.
- Specific objective 2: To monitor and raise awareness of the risks of digital technologies to human rights and democracy in Israel.
- Human rights apply equally online and offline. Digital technologies must be human-centred and human rights compliant. New technologies can contribute significantly to the protection and promotion of human rights and democracy. Positive effects of emerging technologies in this field include making public participation and civic engagement easier and more effective, increasing access to public services, facilitating the documentation and gathering of evidence of violations and abuses, supporting online activism, enhancing cross-border collaboration, or broadening and opening access to education and health services.
- Specific objective 3: To reinforce respect for international humanitarian law (IHL) and human rights in the territories occupied by Israel , in particular by enhancing accountability of duty bearers.
- The state of Israel is a duty bearer to citizens of Israel and to the population present in the territories it occupies, among others the occupied Palestinian territory (oPt). In particular, actions that aim at holding the State of Israel (and relevant institutions) accountable to the highest standards of International Humanitarian Law and Human Rights Law in this Territory and towards its people will be considered relevant under this objective.
- Specific objective 1: To improve awareness and perception of human rights by residents and citizens of Israel to support increased human rights accountability at the domestic level.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 1,400,000 to be financed under budget 2021 and an indicative EUR 900,000 to be financed under budget 2022 and subject to the approval of the 2022 financing decision.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 150,000
- maximum amount: EUR 400,000
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as: civil society organisations, including non-governmental organisations and independent political foundations, community-based organisations, universities and private sector non-profit agencies
- be established in a Member State of the European Union or any other country
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- No nationality restriction applies to applicants and, if any, to co-applicants and affiliated entities
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- The following are however also eligible: public sector non-profit agencies, institutions and organisations and networks at local, regional, and national level; national and local representative bodies, including parliamentary and municipal councils; international and regional inter-governmental organisations.
- Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
