European Union (EU) is seeking proposals for its program entitled “Improving labour market access of disadvantaged groups through social enterprises and active labour market measures”.
The global objective of this call for proposals is to increase employability, sustainable employment prospects for disadvantaged groups, namely youth and women in Kosovo.
The specific objective(s) of this call for proposals are:
- support development of social enterprises in Kosovo;
- support enhancement of employment of disadvantaged groups, primarily women and youth.
Priorities
- Lot 1
- To support further development of enterprises in Kosovo in expanding their business practices to enhance employment opportunities for youth and women and disadvantaged groups.
- Lot 2
- To support the establishment and development of new social enterprises in Kosovo
- Lot 3
- To increase employability of youth and women and disadvantaged groups through development of skills and knowledge required in the local labour market; and
- To support sustainable job creation and self-employment opportunities for youth and women and disadvantaged groups.
Size of grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1:
- minimum amount: EUR 200,000.00
- maximum amount: EUR 300,000.00
- Lot 2:
- minimum amount: EUR 60,000.00
- maximum amount: EUR 100,000.00
- Lot 3:
- minimum amount: EUR 100,000.00
- maximum amount: EUR 300,000.00
Eligibility Criteria
Lead applicant
In order to be eligible for a grant, the lead applicant must:
- Lot 1: In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be registered as an enterprise and
- be established in Kosovo and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Lot 2: In order to be eligible for a grant, the lead applicant in Lot 2 must:
- be a legal person and
- be non-for-profit making and
- be civil society organisation and
- be established in Kosovo and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- have a proven background and a minimum of 2 years of experience within the last 5 years in the field of the application
- Lot 3: In order to be eligible for a grant, the lead applicant in Lot 3 must:
- be a legal person and
- be a non-profit-making and
- be a specific type of organisation from one of the following two categories:
- public institution at municipal or at regional level – a local authority, an employment office, a vocational training centre, a vocational education school , a competence centre, a centre for social work;
- civil society organizations that have a proven background and a minimum of 2 years of experience within the last 5 years in the field of implementation of Active Labor Market Measures;
- established in Kosovo
Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
