The European Union is currently accepting proposals from eligible organisations for a program entitled “Support to Education in the Somali Federal States (SESFS)” with a motive to expand education and training opportunities, contributing to poverty reduction within a peaceful, secure and democratic Somalia.
Priority Issues
- Restoring/expanding basic and secondary education opportunities.
- Inclusive Education: marginalized groups e.g. pastoralists, internally displaced persons, returnees, children with special education needs, girls etc. Girls’ education should receive particular attention.
- Ensure that education is being delivered in safe learning environments (child protection) with participation of communities.
- Address education quality concerns through improvement of learning environment, continuous in-service teacher professional development and provision of school supplies and equipment.
- Production and distribution of good teaching and learning materials.
- Vocational skills development linked to local economic opportunities through sound labour market analysis.
- Education system strengthening and capacity development of education administrations with particular focus on data based planning, management, supervision, teacher recruitment and management etc.
- Develop education services in refugee areas of return namely Kismayu, Baidoa and Mogadishu to create incentives for voluntary repatriation of Somali refugees living in the neighbouring countries.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 7,450,000 and EUR 7,500,000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation or international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation
- be established in a Member State of the European Union or in a member state of the European Economic Area (EEA), an ACP State or a least developed country as defined by the UN. This obligation does not apply to international organisations andbe directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- have at least two years of experience in education in south and central regions of Somalia.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity (ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
