The European Commission (EC) is accepting Proposals for the EU-Viet Nam Women-led Green Partnership Programme Women in all their diversity influence decision-making processes on climate change and environmental conservation policies and actions in Viet Nam.
Objectives of the Programme and Priority Issues
- The specific objectives (SO) and outputs of the programme are:
- SO 1. Increase participation of women and girls in all their diversity, NSAs and members of mass organisations, in decision-making processes at national and provincial levels on climate change adaptation and mitigation and on environmental issues.
- SO 2. Improve access to decent jobs and entrepreneurship opportunities in the green economy and the circular economy for women and girls in all their diversity.
- The programme will include two mechanisms that will mutually reinforce each other:
- SO 1 will be implemented mainly through a technical assistance mechanism, namely the “Women-led Green Partnership Support Facility” to deliver on the following outputs:
- Increased capacities of women and young people of selected organisations in gender-responsive national and international climate change, environmental protection and disaster risk reduction frameworks and their monitoring
- Increased awareness of non-state and state actors on gender-sensitive climate change, environmental protection and risk reduction participatory and structured dialogues
- Strengthened mechanisms for participatory and structured dialogues on policy and regulatory frameworks linked to climate change, environmental protection and risk reduction actions
- Increased awareness on climate change opportunities linked to sustainable agriculture and/or other sectors of the economy (i.e. energy, manufacturing) having climate-related actions through capacity building activities
- SO 2 will be implemented through a grant mechanism, to be managed directly by the EU Delegation to Viet Nam, to deliver on the following outputs:
- Strengthened technical and operational capacities of gender-responsive and environmentalsensitive NSAs to implement initiatives in the field of climate change adaptation and mitigation, disaster risk reduction, environmental protection, sustainable agriculture, sustainable forestry, responsible consumption and production practices, and gender equality
- Increased public and private sector financing mechanisms for MSMEs, owned or managed by women, including women’s informal businesses-gender bonds.
- SO 1 will be implemented mainly through a technical assistance mechanism, namely the “Women-led Green Partnership Support Facility” to deliver on the following outputs:

Funding Information
- The overall indicative amount made available under this call for proposals is EUR 10 000 000. The contracting authority reserves the right not to award all available funds.

- Duration
- Lot 1: The initial planned duration of an action may not be lower than 36 months nor exceed 54 months.
- Lot 2: The initial planned duration of an action may not be lower than 36 months nor exceed 48 months.
Location: Actions must take place in the following country: Viet Nam.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person and
- Be non-profit-making and
- Be Civil Society Organisation and
- Be established in a Member State of the European Union or in Viet Nam and
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures.
