The European Commission (EC) is calling for proposals to support Civil Society Organizations (CSOs) and Human Rights Defenders in Mauritania.
Objectives
- The general objective of this call for proposals is to improve the capacity of civil society organizations and human rights defenders to contribute to the sustainable and inclusive development of Mauritania.
- This call for proposals has the following specific objectives linked to the general objective:
- Specific objective 1 (Lot 1) of this call for proposals is: To promote the strengthening and initiatives of civil society organisations.
- Specific objective 2 (Lot 2) of this call for proposals is: To support initiatives for the promotion and protection of human rights.
Priorities
This call for proposals prioritizes actions aimed at capacity building, funding activities (through sub-grants) and support for local CSOs and/or their networks, demonstrating their complementarity with the priorities defined within the framework of the Multiannual Indicative Program for the Islamic Republic of Mauritania for the period 2021-2027 in its areas of concentration, namely:
- Strengthening of Human Development;
- The transition to a green and blue economy;
- The governance.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 3,100,000.
- Indicative envelope per lot
- Lot 1: EUR 2,500,000
- Lot 2: EUR 600,000
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1:
- minimum amount: EUR 2,400,000
- maximum amount: EUR 2,500,000
- Lot 2:
- minimum amount: EUR 550,000
- maximum amount: EUR 600,000

Eligibility Criteria
- Lead Applicant(s)
- To be eligible for a grant, the lead applicant must:
- be a legal entity
- have no profit motive
- be a civil society organization
- be established in an eligible country
- be, at the time of publication of this call for proposals, registered for at least 2 years with the relevant services of the country of establishment
- be directly responsible for the preparation and management of the action with the co-applicant(s) and be the affiliated entity or entities, and not act as an intermediary
- To be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in the development and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.
- Co-applicants must sign the mandate form.
- If they win the grant contract, the co-applicant(s) will become the beneficiary(ies) of the action (together with the coordinator).
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
