The European Commission (EC) is accepting proposals for its Thematic Program: Civil Society Organizations (CSOs) as Actors of Governance and Development.
Objectives
- The overall objective of this call for proposals is: Facilitate the meeting and articulation between local authorities, civil society and the private sector, promoting actions framed in the EU cooperation strategy in Bolivia (MIP) 2021-2027.
- The specific objectives of this call for proposals are:
- In line with Priority Area 1 of the MIP, support the economic reactivation of young people, with a focus on environmental sustainability, innovation and gender equality, with special emphasis on the participation of the private sector. (SDGs 1, 5, 8, 12).
- In line with Priority Area 2 of the MIP, from the Territorial Approach to Local Development – TALD approach, support the strengthening of the governance of local authorities and their dialogue, and articulation with civil society. (SDG 3 and 16).
Priorities
The priorities of this call for proposals are:
- LOT 1: Economic Reactivation for Young People in Sectors Linked to the Circular Economy and Climate Change
- Promote actions that focus on the needs of economic activation, employment and employability of young people in sectors related to the circular economy, climate change, sustainable production practices, with a focus on innovation, digitization, gender equality and special attention to groups in situations of vulnerability .
- LOT 2: Local Governance for Territorial Development
- Support coordinated actions between local authorities and civil society that promote the processes of definition, execution and monitoring of Comprehensive Territorial Development Plans (PTDIs), under the Local Territorial Development approach.
Funding Information
- The total indicative amount allocated to this call for proposals is EUR 4 million.
- Indicative distribution by lots:
- Lot 1: 3 MEuros
- Lot 2: 1 Meuros
- The grants requested within this call for proposals will be between the following minimum and maximum amounts:

Eligibility Criteria
- Lead Applicant(s)
- To be eligible for a grant, the lead applicant must:
- be a legal person and be a civil society organization or a thematic network of CSOs that works on the subject to which the proposal is being submitted
- In the case of existing networks but without legal status, the proposal must be submitted by one of the members of the network, who must necessarily have legal status and legal representation to act on behalf of the other members. In addition, the proposal must include the list of network members.
- In the case of networks in the process of being created, the proposal may be submitted by one of the members of the network, who must necessarily have legal status and the capacity to represent the future members of the network.
- non-profit and
- be established in Bolivia;
- be directly responsible, with their co-applicants and other affiliated entities, for the preparation and management of the action and not simply act as an intermediary .
- Potential applicants who are in one of the situations listed in section 2.6.10.1 of the Practical Guide are not eligible to participate in calls for proposals or be eligible for a grant.
- To be eligible for a grant, the lead applicant must:
- Co-applicants
- The action must have at least one co-applicant.
- The co-applicants will participate in the design and implementation of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
- Co-applicants must meet the eligibility criteria applicable to the lead applicant himself.
- Co-applicants must sign the mandate.
- If the grant contract is awarded, the co-applicant(s) (where applicable) will become the beneficiary(ies) of the action (together with the coordinator).
- Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
