The European Union (EU) is pleased to announce the Exchanges Between Citizens in Fields of Education, Culture and Sport – Binational Cooperation Haiti – Dominican Republic.
- To increase mutual knowledge between the actors of the civil society of the two countries.
- Improve bilateral collaboration in the fields of education, culture and sport between the populations of the two countries.
- Increase exchanges between people in order to reduce incomprehension and stereotypes between the two countries.
- Innovative and environmentally friendly proposals, with tangible results and / or which focus their attention on the needs and challenges faced by the beneficiary groups.
- Proposals involving several actors (multi-actors), either as networks, or as co-applicants, affiliated entities or partners.
- In the field of culture, the proposals whose actions allow synergies with the “Regional Program on Cuba-Caribbean Culture – Transcultura” (DCI-HUM / 2018 / 041-743), which aims to integrate people, cultural groups and associations in the region in income-generating and social inclusion activities through cultural and creative industries.
- Proposals with communication and media actions to support the promotion of binational dialogue.
- Proposals that strengthen the voice and participation of girls and women in both countries, especially in border communities.
- Proposals which include financial assistance to local organizations in the two countries active in promoting the proposed actions, in particular in the border area.
- Lot 1- Education: 600,000.00
- Lot 2- Culture: 800,000.00
- Lot 3- Sports: 400,000.00
- be a legal person or a natural person and
- be non-profit and
- be a non-governmental organization, and
- be established in the Dominican Republic or the Republic of Haiti
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies), and not act as an intermediary.
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
- Co-applicants must sign the mandate form.
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.

Only the following members can be considered as affiliated with the lead applicant and / or the co-applicant (s):
- Only enures which have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.

This structural link mainly encompasses two concepts:

Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-rank subsidiaries) or controlled by an entire entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other control levels;
- entities directly or indirectly controlling the applicant (Mores companies). Likewise, they may be entities controlling an entity controlling the requestor;
- entities controlled, directly or indirectly, at the same level as the applicant (sister companies).

Entities affiliated with an applicant can therefore be:
- membership, i.e. the applicant is legally a deal as, for example, a network, federation or association of which the proposed affiliate is a member, or the applicant is a member of the same entity (for example, a network, a federation, an association, …) that the affiliated entity proposes.
