Ballina Shire Council is pleased to announce that the Festival and Event Sponsorship Program for the 2023/24 financial year is now open. Local Event organisers are invited to express an interest by completing an online application and lodging it with Council.
Objectives
Ballina Shire Council values the importance of local festivals that aim to showcase the rich cultural diversity and history of the local community, while delivering economic, social and environmental benefits. The objective of this policy is to enable Council to support festivals and events put forward by not-for-profit community-based organisations that deliver these aims. In doing so, this policy seeks to:
- Ensure that an open and transparent decision making process is in place for requests for support from Council.
- Provide an accessible and equitable process for not-for-profit organisations seeking Council financial support.
- Identify and support the shire’s festivals and events.
- Create partnerships with community groups to enhance the attractiveness of Ballina Shire as a destination known for festivals and events.
- Obtain value and leverage from Council’s investment in festivals and events and,
- Provide an avenue for the Council to contribute to expenses associated with critical services, to ensure a safe event for the community.
Types of Funding
- Community Funding.
- Commercial Funding.
Funding Information
- Approximately $120,000 in total is available for distribution for event sponsorship opportunities.

Community Funding.
- The total cost of the festival or event must be estimated at over $20,000 (ex GST).

Commercial Funding.
- The total cost of the festival or event must be estimated at over $25,000 (ex GST), excluding Council’s contribution.
Eligibility Criteria

For Community Funding.
- The applicant must be a not-for-profit organisation.
- The applicant must be an incorporated organisation or be sponsored by an incorporated organisation.
- The applicant should preferably be based in Ballina Shire and the proposed activity must take place within Ballina Shire.
- If the applicant has received previous support from Council, all acquittals required by Council must have been completed.
- The applicant must have a demonstrated capacity for festival and event management.
- The applicant must demonstrate the need for support from Council and the mid to long-term sustainability of the festival or event.

For Commercial Funding.
- The applicant must have demonstrated capacity and experience to manage a festival or event.
- The event must cater to residents and community in the Ballina Shire.
- The event must occur within the Ballina Shire.
- The applicant must, as a minimum, match Council’s contribution with cash.
- The event needs to demonstrate substantial economic benefits, such as increased visitor spending, encouraging the uptake of overnight accommodation as well as partnering with local businesses to stimulate local business activity and/or employment.
- The event must offer value for money, taking into consideration Council’s contribution as a percentage of the total event budget and the number of people who are anticipated to attend the event.
- Events are encouraged to be held outside the peak visitor / holiday season (for example December and January).
- If the applicant has received previous support from Council, all acquittals required by Council must have been completed.
- The application must be supported by a business plan to Council’s satisfaction.
