The Devon Community Foundation (DCF) is pleased to be working with Devon County Council to provide Food, Fuel and More grants to organisations working with vulnerable households and people most in need of support this winter.
Grants should be used to alleviate immediate needs and help those who are struggling to afford food, energy and water bills and other related essentials, with priority given to households that find it difficult to access support elsewhere e.g. via their District Council, Citizens Advice Bureau (CAB), school or community hub.
Funding for this scheme is made possible via the Household Support Fund, managed by Devon County Council on behalf of the Department for Work and Pensions.
Priorities
- They intend this grant scheme to primarily support the following:
- Asian, Black and other ethnic minority communities who are not accessing support through other channels
- Traveller, Gypsy and Roma communities
- Homeless people and those in temporary/insecure housing
- Households with disabled residents or those with ill-health which has a direct impact on household income and an ability to meet food and energy bills.
Funding Information
- Grants between £2000 and £20,000 are available.
- If you would like to discuss applying for more than £20,000 and are able to demonstrate a need for this funding and ability to spend the grant by April 30th 2023 please get in touch to discuss this with us prior to application.
Eligibility Criteria
- They are encouraging and seeking applications from organisations and community groups that have significant experience and structures in place to provide assistance to the target beneficiaries outlined.
- Not-for-profit, voluntary or community groups, registered charities or social enterprises that are providing services or activities for the benefit of people and communities in the administrative area of Devon County Council, excluding Plymouth and Torbay, are eligible to apply for a Food, Fuel and More Grant.
- Organisations who hold a current grant from us from another grant programme are eligible to apply but must demonstrate how their proposed activity is different to and does not duplicate their existing funded activity.
- They also accept applications from:
- Parish or Town Councils, where the project or activity has a clear benefit to the local community and is not replacing statutory provision
- Churches and faith groups if the activity does not relate to/promote religion
- All organisations seeking funding from DCF must:
- Have a Governing Document to the recognised status of the organisation and which outlines clear charitable purposes and includes a dissolution clause or asset lock e.g. Constitution, Set of Rules, Articles of Association
- Evidence that they have at least 3 unconnected Trustees, Directors or a Management Committee that consists of at least 3 unrelated members
- Have a bank account in the name of the organisation and a minimum of two unconnected bank signatories, or equivalent, and a process that requires more than one person to authorise payments
- Have Annual Accounts or financial records that clearly record annual income and expenditure breakdowns
- Have unrestricted reserves of less than 12 months running costs
- Have up-to-date Safeguarding policies in place to protect children, young people and vulnerable adults, where appropriate. The policy should give details of your named safeguarding lead officer and their contact details.
- Have up-to-date Equality policies
- Have in date and relevant insurance policies in place
Please Note: Community Interest Companies (CICs) and other social enterprises, limited by guarantee are eligible to apply if they can evidence:
- Clear charitable purpose and social benefit outlined in the Articles of Assoc
- There are at least three unconnected Directors
- The project for which funding is requested must not be part of the trading services for which there would usually be a charge
- All requested costs relate directly to delivery of the project/work.. Where funding is requested that contributes towards a CIC Director’s payment or salary it needs to be clear how this relates specifically to the work or project.
Ineligible
- The following are not eligible to apply for funding from this Programme:
- Organisations with outstanding end-of-grant evaluations
- Individuals applying for funding for themselves or on behalf of another individual. Including sole traders looking to supplement or provide an income
- Organisations who do not have at least two people authorised to make payments on behalf of the organisation, and a process that ensures no one person can do this independently of another
- Organisations applying on behalf of an individual or household
- Grant making organisations (where funding is requested for their own grant making)
- Commercial or profit-making organisations
- Organisations with unrestricted reserves balance of more than 12 months of their annual turnover
- Organisations promoting religious or political beliefs
- Organisations with a national or regional remit, without evidence of how the grant would be restricted to benefit Devon and its communities and that cannot show how the funding has been informed and advised by Devon residents
- Organisations requesting funding for activity outside the Devon County Council administered area
- Schools.
