Cities Alliance is looking for an implementing partner that supports the implementation of the Tunisian component of the Women and Sustainable Cities program: improving access to water and resource management, which will take place in the city of Kairouan.
The program aims to foster the sustainable and gender-sensitive management of resources water supply in cities and to promote women as active agents of change in urban water crises.
This call aims to identify an organization of the appropriate civil society in each country who will be responsible for collecting sensitive data at the gender on the difficulties encountered by women in terms of access to water and management sustainable water resources, to support capacity building and awareness of local authorities and women in the community to sustainable water management, and to identify pilot projects to meet the specific challenges of the city in terms of governance of gender sensitive water.
Scope
- Proposed projects should provide the necessary qualitative data on the specific vulnerabilities of women to changes climate change, access to water and sustainable water governance. Proposed projects should also respond to these vulnerabilities through specific training as well as identification and preparation of pilot projects.
- The proposals will thus contribute to the capacity building, on the one hand, of the women’s community for the sustainable management of water, and on the other hand, of the municipality for a sustainable and more sensitive water management.
Components
- Component 1: Envisaged result: Collection of data to objectify women’s vulnerabilities in terms of access to water and the management of water resources
- Work under this component will establish a baseline assessment to understand women’s challenges and vulnerabilities to climate change, access to water and participation in urban water governance.
- Component 2: Expected result: Strengthen the knowledge and capacities of municipalities and women of the community in terms of gender-sensitive and sustainable urban management
- The work carried out in this component will improve the knowledge and capacities of the municipality to ensure water governance in urban areas taking into account the size gender, as well as sensitizing women on the importance of using the water resources of sustainable way.
- The candidate entity is asked to propose specific themes (e.g. responsibility in the water consumption; gender-responsive measures of climate adaptation; empowerment economic in the water sector; …), target groups, as well as the design of training courses. training.
- Component 3: Envisaged result: Support the empowerment of women in sustainable water management.
- The work carried out in this component will make it possible to prepare the implementation of pilot projects in public space aimed at improving the empowerment of women in sustainable water management. There component is also based on the results of the first component. The identification and the formulation of recommendations for the pilot projects should take place during the workshops co-design, drawing on the needs and perspectives of the local population, especially the female population.
- The focus of pilot projects should be the conceptualization of new Majels as sources of water in public spaces adapted to the conditions and needs of women and the local population (e.g., Majels connected to an urban garden; Majels surrounded by a market space for women).

Expected effects of grant/funding
- This call for proposals has been designed to facilitate the process of transformation of the authority community of Kairouan into a more gender-responsive and resilient municipality, by supporting integrating a gender perspective into climate adaptation governance and management some water.
- It also enables the local community, especially women and girls, to improve their access to water resources and to become agents of change in the sustainable management of water and climate adaptation.
- This funding should allow:
- To develop and strengthen the capacities of the municipality as the local authority to Kairouan, to develop and implement urban policies for the management and distribution of gender sensitive water.
- To improve the participation of women in the local processes of management and distribution some water.

Geographical Focus
The grant must be implemented in the city of Kairouan, in particular in the medina and its surroundings. Candidate entities are requested to propose specific locations for the carrying out activities.
Target Beneficiaries
The grant directly benefits several actors:
- Women in the intervention area in Kairouan:
- Participation in the governance of water in urban areas by ensuring that their vulnerabilities are objectified and taken into account by local authorities.
- Training to improve their capacities in terms of sustainable water management and to facilitate their economic integration into jobs related to the water sector.
- Kairouan local authority:
- A better knowledge of the challenges specific to women with regard to the climate and water crisis in the city.
- Capacity building for local water management and adaptation to change climate taking into account the gender dimension.
Eligibility Criteria
- Principal Applicants must be able to demonstrate that they have been registered for at least less than 5 years old.
- Candidates must have proven experience in at least one of the following areas: urban planning, urban development, water management, environmental management, climate adaptation, women’s empowerment and gender equality in Tunisia.
- Lead applicant organizations must provide a bank statement.
- Applicants must comply with all provisions of the grant agreement, including the Terms and Conditions and applicable UNOPS policies and procedures.
- Entities on the UN Sanctions List are not permitted to pose their candidacy.
