Deadline: 30 April 2019
The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) HIV and AIDS Community Grants Program provides direct funding to community based organizations in the districts with the highest HIV burden in South Africa, that are providing services within HIV testing and counseling, HIV prevention and/or community-based care and support for people living with HIV (PLHIV).
All organizations funded through the Community Grants Program must be providing one or more of the following services:
- Community based Care and Support – This is service delivery specifically for PLHIV, which includes activities such as adherence clubs, support groups, defaulter tracing and case management.
- HIV Testing and Counseling – This includes geographic or population targeted HIV testing and counseling services (HTS) such as index, ‘hotspot’ or workplace testing, or testing hard to reach populations such as sex workers, men who have sex with men, men aged 20-49 and migrant laborers. Please note, general testing campaigns will not be considered.
- HIV Prevention – This includes evidence based* prevention programs and/or targeted community mobilization that focused on one or more of the following categories:
- HIV prevention
- Stigma and discrimination
- Norms and behavior change
- Gender based violence
- Prevention of HIV and sexual violence
- Child protection
- Positive parenting
*Evidence based means that the program uses a specific curriculum, implementation is monitored and can be measured and the program has been proven to yield positive results.
The Community Grants Program funds the programmatic costs associated with these activities, which may include supplies/materials, personnel, transport, equipment, furniture, training and/or administration in the context of the above activities. Effective implementation of any of these activities may also require building the capacity of civil society organizations in areas such as monitoring and evaluation and case management, as such, capacity building directly related to HIV activities is also considered for funding.
