The Public Diplomacy Section (PDS) of the U.S. Mission Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a project that assists in the preservation of Afghanistan’s diverse cultural heritage and brings attention to the cultural traditions that are shared among people in Afghanistan irrespective of linguistic or ethnic distinctions.
PDS seeks proposals that address the preservation of intangible or tangible heritage traditions that are recognized and resonate across Afghanistan’s diverse populace. Project ideas can include cultural heritage that is defined as either intangible (such as traditional crafts, and musical traditions, literary traditions), or tangible heritage (such as conservation and restoration of monuments, sites, and artifacts). The proposal also should increase public awareness of the rich cultural diversity that defines Afghanistan’s unique cultural patrimony, promoting civic responsibility to protect and preserve the rights of all their citizens and strive for inclusive, unified communities that recognize diversity.
PDS seeks proposals for projects that address at least one or more of the following areas to contribute to the preservation of Afghanistan’s cultural heritage:
- Preventive conservation, restoration, and/or stabilization of a built monument
- Documentation through recording in digital format the condition and features of collections of artifacts, a site(s), or tradition such as music, poetry, calligraphy, culinary traditions, or other cultural traditions shared across the majority of Afghanistan.
- Document/research different cultural practices, traditions, languages and artistic expression that promote diversity and national identity among Afghans.
- Inventory (listing of objects, sites, or traditions by location, feature, age, or other unifying characteristic or state)
- Direct engagement with diverse communities (including youth), whether localized or across various areas, in the education and enhanced awareness of Afghanistan’s shared cultural traits and traditions.
Project Goal: The goal of the project is to contribute to the long-term preservation of cultural heritage in Afghanistan to strengthen a unified national identity.

- The project objectives can include:
- Preserve Afghanistan’s diverse cultural heritage through documentation of cultural traits, artistic expression, and traditions such as music, poetry, calligraphy, culinary traditions, or other cultural traditions shared across the majority of Afghanistan.
- Strengthen a unified national identity by engaging diverse communities to enhance awareness of Afghanistan’s shared cultural traits and traditions through cultural events, festivals, exhibitions, and educational programming.
- Conservation, restoration and protection of cultural sites, monuments, and artifacts.
- Provide education and learning opportunities about Afghanistan’s cultural heritage, tradition, and diversity including the women and girls.
- Raise awareness and appreciation of the richness and diversity of Afghanistan’s cultural heritage and traditions.

Eligibility Criteria
- Eligibility is open to non-profit organizations. Organizations may sub-award/contract with other entities, but only one non-profit entity may be the prime recipient of the award. Forprofit entities are not eligible to be the prime recipient of an award under this NOFO. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. Individuals are not eligible for an award under this NOFO.
Ineligible
- This opportunity will not support:
- Projects relating to partisan political activity;
- Charitable or development activities;
- Construction projects;
- Projects that support specific religious activities;
- Fund-raising campaigns;
- Lobbying for specific legislation or programs
- Scientific research or surveys;
- Commercial projects;
- Projects intended primarily for the growth or institutional development of the organization;
- Projects that duplicate existing projects; or
- Illegal activities.
