The Re|Shaping Policies for Creativity and Artistic Freedom Program invites Sealed Proposals for professional services to be provided to the United Nations Educational, Scientific and Cultural Organization – UNESCO.
UNESCO is seeking a qualified technical partner to enhance awareness and understanding of gendered working conditions in Indonesia’s creative industries. The partner will support efforts to improve existing regulations in a participatory manner.

Expected Outputs and Activities
- Under the authority of the Director of UNESCO Jakarta and direct supervision of its Culture Unit, the Contractor shall provide their expertise to undertake research and develop an analytical report on gendered working conditions in the creative industries in Indonesia as follows:
- The research should use several methodologies, including a desk study, surveys, and stakeholder consultation
- At least one most relevant civil association/collective per creative industry sector should take part in the consultations.
- Data collation and analysis should include:
- Assessment of the status of gender equality and inclusion in the working environment of the chosen creative industry sectors; existing data may be utilized as baseline, to be enhanced with new findings.
- Identify and analyse relevant, representative cases such as gendered exploitation and violence, work precarity, etc.
- Assessment of relevant national/local policies and measures focusing or impacting on gender equality and inclusion in the creative industries; policy gaps should be discussed with specific cases to serve as examples and to provide comparative good practices.
- The conclusion should include clear Policy Recommendation and Action Plan with concrete actionable steps to the extent possible.
- Detailed data sources and bibliography should be included.
Eligibility Criteria
- Legal organization based in Indonesia; Please provide company registration certificate
- Minimum 8 years of experience in the relevant field(s) and scope of activities
- Please list a minimum of 5 projects of similar scope from the last 5 years
- Good knowledge and working experience in the field of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, namely policies for culture and creative industry and gender equality, demonstrated by the examples of similar projects undertaken by the applicant.
- Qualification of the project leader, at minimum, with a graduate degree in arts and cultural policies or related field, and 8 years of experience managing projects of similar scope; Please provide detailed CV demonstrating the qualifications to deliver the tasks.
- Adequacy of staff numbers and expertise to deliver the work in timely manner and ensure quality assurance on outputs; Please provide organigram and summary of proposed team to be assigned, listing names, titles, qualifications, experience, and clear division of tasks.
