Save the Children International in Kosova/o is pleased to announce the Call for Proposals within the project “Strengthening Social Service Provision for the most Vulnerable Groups in Kosovo in Response to Covid-19” financed by the European Union, office in Kosovo.
The aim of the project, implemented by Save the Children International in Kosova/o, is to strengthen the capacity of social service providers to deliver accessible, quality, and sustainable services and to improve access to services for vulnerable groups in Kosovo, including children and persons in need.
Objective of the Call and Priority Issues
As a response to the COVID-19 pandemic, the objective of the Call is to:
- Strengthen the delivery of, and increase access to, quality social services for children and adults with disabilities, victims of domestic violence and/or trafficking, the elderly in need of services, adults and children in need, and people living at risk of social exclusion.
- Organizations eligible for grants under this sub-granting scheme include civil society organizations (CSOs) and non-governmental organizations (NGOs) fully engaged in and committed to the delivery of social services to the most vulnerable groups in Kosovo.
Types of Actions
Applicant organisations should be active in the following areas and should integrate COVID19 response, but should not be limited only to it, in their proposed actions for this subgranting scheme:
- Provision of specialized social services for children and adults in need;
- Provision of community-based residential and/or day-care services for vulnerable groups;
- Provision of home and home-based services for vulnerable children and adults in need, particularly the elderly;
- Provision of services for victims of violence against women, violence against children, domestic violence, trafficking, and sexual violence during conflict;
- Provision of social services for the elderly;
- Delivery of preventative and/or protective community-based services for vulnerable groups;
- Ensuring access and referral to public and non-public social protection services for vulnerable groups and working to meet their physical, psychosocial, mental health, and developmental needs.
- And other relevant social services which are not included above.
- The following activities may be budgeted and shall not cumulatively exceed 10% of the total amount requested:
- Activities linked to project visibility and awareness-raising activities.
The present Call contains 3 Lots:
- Lot 1 Provision of community-based residential and day-care services
- Lot 2 Provision of home-based services for children and adults in need
- Lot 3 Provision of services for victims of violence against women, and/or children domestic violence,trafficking and sexual violence during conflict.
Funding Information
- The total project budget for any financial support requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- Lot 1: Minimum 40.000 and maximum 60.000 Euros
- Lot 2: Minimum 40.000 and maximum 60.000 Euros
- Lot 3: Minimum 40.000 and maximum 60.000 Euros
- The planned duration of sub grants may not be lower than 16 months nor exceed 22 months.
Eligibility Criteria
In order to be eligible for a sub grant, the applicant must be a Civil Society Organization (CSO) or Non-Governmental Organisation (NGOs) established and acting in the territory of Kosovo in line with the eligibility criteria outlined below.
- All applicants must demonstrate that they are registered and active in Kosovo by submitting the following documents together with their application:

- Certificate of Registration in Kosovo;
- Statute of the organization;
- License from the Ministry of Labour and Social Welfare for provision of social services in Kosovo / Formal request submitted to MLSW for re-licensing;
- Fiscal Number Certificate in Kosovo;
- A document issued by the Kosovo Tax Administration certifying that the organization has no pending financial obligations, such as social, health or tax obligations – issued within the Call period;
- The Declaration by the Applicant duly signed.
- Last two years’ financial documents of the organization such as audit reports (if applicable)
- Vetting Information.
- CV of the organization, signed by its legal representative, including all the past and present projects in the last two years (funding source and contacts, timeframe, number of supported beneficiaries region of coverage and partnerships).
- If the applicant is selected for a sub-grant, the following documents will need to be submitted at a later stage:
- A document issued by the relevant legal authority certifying that the organization/ its legal representative has no previous or pending cases, such as in court, prosecution or police – issued within the last three months from the period the Call was launched;
- Banking details, including the bank account, and IBAN in the name of the organization; issued within the last three months from the period the Call was launched;
- Licenses that are current and are issued by the respective agencies, in case the proposed action offers activities which need specific licensed experts such as psychological or other services.
