Applications are now open for strengthening health systems at all levels that will select projects that complement and / or support Global Fund investments, contributing to building or strengthening a system that is gender-sensitive and enables populations to access quality services, particularly in response to the three pandemics.
Objectives
This call for proposals launched by L’Initiative is intended to complement investments made by the Global Fund and will finance projects that meet four of the seven objectives under pillar two of the Global Fund strategy (2017-2022) “to build resilient and sustainable systems for health”:
- Structural and sustainable improvements to health product management and supply systems.
- Sustainably strengthen the knowledge, skills and practices of human resources for health to meet the needs of populations and health systems.
- Alignment of HIV, tuberculosis and malaria control programs with sexual and reproductive health, maternal, child and adolescent health programs.
- Promoting and strengthening community systems and the involvement of communities in national decision-making processes.
Funding Information
- The total grant amount from L’Initiative must cover at least 50% of the project budget and be between €500,000 and €3,000,000.
- Projects must be between 24 and 48 months
Geographic Coverage
Projects may be implemented in one or more countries. Projects must not exceed three implementation countries unless they are backed by a network or a pre-existing regional non-governmental organization. In these cases, projects must not exceed five implementing countries. Multi-country projects must be part of a clearly justified regional dynamic.
Eligible Projects
Indicative types of projects that can be submitted:
- Projects to strengthen the capacity4 of national or regional actors, including community actors
- Projects to strengthen national procurement and supply management (PSM) systems for medicines and health products as well as strengthening pharmaceutical governance.
- Projects to align HIV, tuberculosis and malaria control programs with sexual and reproductive health, maternal, child and adolescent health programs and integrated service delivery platforms at all levels of the health system, including the community level.
- Projects to strengthen laboratory networks.
Eligibility Criteria
There are three potential types of project involvement under this call for proposals:
- The “lead applicant” is the organization that submits the letter of intent and fills in the complete proposal if pre-selected. Lead applicants are the sole recipients of L’Initiative grants.
- “Implementing partners” are involved in the design and implementation of the project and the lead applicant delegates a part of the budget to them.
- “Associated stakeholders” are other organizations linked to the project but that do not receive a part of the budget (other donors, beneficiaries, national institutions, etc.).
