The European Commission (EC) is calling for proposals to strengthen Civil Society Organizations (CSOs) as Independent Actors of Good Governance and Development.
Objectives
- The global objective of this call for proposals is to strengthen CSOs as independent actors of good governance and development in their own right, and to accelerate progress towards gender equality and women and girls ‘empowerment in Tanzania.
- This call for proposals is divided in 3 lots:
- LOT 1: Enabling Environment for Civil Society
- Specific objective Lot 1:
- Foster an enabling environment for civil society, which supports civic space and CSO-Government dialogue.
- Specific objective Lot 1:
- Priority areas Lot 1:
- Facilitate policy reform in relation to civil society legislation, freedom of expression, access to information, including online, and freedom of assembly.
- Support and build the capacity of CSOs coordination and collaboration through networks and platforms (incl. regional) to foster CSO-GoT dialogue, collective actions, and ability to legitimately represent the interests of citizen groups through advocacy.
- LOT 2: Sector Policy Advocacy and Social Cohesion
- Specific objectives Lot 2:
- Increase inclusive participation, advocacy, and accountability in relation to the following priority sectors:
- natural resources management, climate change, green and sustainable cities, blue economy or digital inclusion.
- Enhance engagement and collaboration between local authorities and youth in order to increase social.

- Support the systematic engagement of CSOs in sector reforms to enhance effective management of public resources in relation to the sectors.
- Promote and support youth-led local initiatives in the areas of culture, sport and education aimed at building social cohesion, constructive dialogue and cooperation with the local authorities.

- LOT 3: Women’s Participation, Leadership and Behavioural Changes
- Specific objectives Lot 3:
- Promoting women participation and leadership in public and private spheres
- Addressing the root causes of gender inequality and gender-based-violence
- Priority areas Lot 3:
- Tackling social norms, attitudes and behaviours jeopardising women’s participation and leadership.

Funding Information
- The overall indicative amount made available under this call for proposals is EUR 7,200,000.
- EUR 5,000,000 for Lot 1 and Lot 2
- Lot 1: 2,000,000 EUR

- EUR 2,200,000 for Lot 3
- Lot 3: 2,200,000 EUR
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation, a civil society organisation and/or their associations, international (inter-governmental) organisation
- be established
- in the United Republic of Tanzania.
- in a Member State of the European Union or the European Economic Area.
- in developing countries and territories, as included in the list of ODA recipients published by the OECD Development Assistance Committee, which are not members of the G-20 group.
- have been registered for at least 4 years at the submission deadline for concept note.
- have at least 3 years of experience in project management, of which 2 in Tanzania.
- have a least 2 years of experience in the specific areas of the lot applied for.
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- The following are however also eligible: Local authorities and/or their associations when duly justified for the benefits of CSO’s and/or in achieving the objectives of the proposed action.
- Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator).
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
