European Commission is calling for proposals to Support Program for Citizen Participation of Civil Society in the Management of the Common Good.
The purpose of this program is to give the opportunity to potential leaders (young people, women and people vulnerable) to contribute positively to the management of common goods. Every citizen has a role to play, and much more citizens organized in dynamics for positive change.
Objectives
- The general objective of this call for proposals is : to contribute to the entrenchment of democracy by DRC.
- The specific objective of this call for proposals is: to promote dialogue and restore trust between citizens – especially women, young people and people with disabilities – and public authorities in the fields of citizen participation, promotion of workers’ rights and consumers.The dialogue on sustainable and inclusive development by all stakeholders is the basis of the design, implementation and evaluation of public policies.The resulting changes will in particular be:-
- The lasting establishment of civil society as a credible interlocutor of the public authorities.
- Strengthening the role of CSOs with citizens, especially women and young people, through proximity work that will be carried out.
- Improving trust between public authorities and their citizens, through the promotion of citizen participation.
- Priority alignment is preferred on areas of EU cooperation in DRC but not in such a way exclusive
Priorities
The priorities of this call for proposals are:
- Capacity building of CSOs (CCNSC, CCPSC, any other structure, organization and framework multi-actor) so that they can effectively fulfill their role of proposing and monitoring public policies, in the fields of sustainable development, sustainable growth and jobs, governance, peace, security, digital technology and human development.
- The protection of consumers ‘and workers’ rights: the environment for CSOs and unions that promote the protection of consumers and certain categories of workers is most fragile. This is the case, for example, with domestic workers or sales people in stores whose rights are most often violated. This is also the case for the rights of consumers of products such as telecommunications, food or pharmaceuticals and many other consumer products.
Funding Information
- The overall indicative amount made available under this call for proposals is 10,000000 EUR.
- The indicative envelope per lot is:
- Lot 1 : Citizen participation 1 : EUR 4,500,000
- Lot 2 : Citizen participation 2: EUR 4,500,000
- Lot 3: Protection of workers and consumers: EUR 1,000,00
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- Lot 1 and 2
- minimum amount: 1,500,000 EUR
- maximum amount: 3,000,000 EUR
- Lot 3:
- minimum amount: 800,000 EUR
- maximum amount: 1,000,000 EUR
- Lot 1 and 2
- Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
- minimum percentage: 75% of the total eligible costs of the action
- maximum percentage: 95% of the total eligible costs of the action
Eligibility Criteria
Lead applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person
- have no profit motive
- be established in a member state of the European Union or an ACP country
- be directly responsible for the preparation and management of the action with the co-applicants and the entity or affiliated entities, and not acting as an intermediary;
- have already implemented a similar thematic program in the ACP countries; and
- have already performed contracts for a total amount at least equal to the last three years
- Experience and skills required:
- The applicant must be able to prove experience and skills in the following areas:
- Organization of effective multi-stakeholder consultation processes
- Information / communication and capitalization process
- Successful implementation of projects related to the EU priorities mentioned above, namely: the sustainable development, sustainable growth and employment, governance, peace, security, digital technologies and human development, consumer and worker rights
Co Applicants
- Co-applicants participate in the development and implementation of the action, and the costs theysupport are eligible in the same way as those supported by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to thelead applicant himself.
- Co-applicants must have thematic and / or geographic roots in the eligible provinces.
- Co-applicants must sign the mandate.
- If the grant contract is awarded to them, any co-applicants become beneficiaries in theframework of the action (with the coordinator)
Affiliated Entities
- The lead applicant and its co-applicants may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s)
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
