UNDP Amkeni Wakenya invites interested and eligible non-state actors including NGOs, FBOs, Academic Institutions, CBOs in Mombasa County to submit proposals for award of grants in a programme entitled “Support to Small Claims Court (SCC)”.
The project aims to work closely with the judiciary as the hosts of the system and the main drivers of the project. Further to this, the project will work with multiple stakeholders including communities through the partnership of CSOs, faith-based organizations and other grassroot based organizations. This will ensure that the system is fit for purpose since the CSOs will create a feedback mechanism where the SCC will get constant feedback on the operational aspects as well as the utility of the system to respond to the needs of the community.
Further, the project will also plan to contribute to policy level discussion directly through the Court User Committees and the National Council on Administration of Justice (NCAJ) which are bodies led by the Chief Justice and created to give strategic guidance to the Justice sector in Kenya. Since the project envisages training of judicial and non-judicial officers, there will be close collaboration with the Kenya Judiciary Academy (KJA). This will contribute to learning and knowledge management as well as ensure sustainability of the interventions.
The project will ensure to partner with other UN agencies and entities, including OHCHR, UNODC, UNHCR etc., that work in the area not to duplicate, but complement the support provided in e-justice and operationalization of SCCs.
Thematic Focus
- The interventions in the proposals will be supported through award of grants, capacity building of the CSOs and learning and knowledge management. There will be two lots of award as follows:
- Lot 1: Grant to one County based, Women-led Enterprises and CSOs to undertake advocacy and sensitization on Small Claims Court (SCCs) and e-justice services among network members
- Lot 2: Grant to one County based, Women-focused CSOs to undertake advocacy and sensitization on Small Claims Court (SCCs) and e-justice services.

- The overall indicative amount made available under this CfP is USD 15,000 for each Lot (indicative exchange rate 1 USD=KES 141.11). The following is a breakdown of allocations:

Eligible Projects
- The project should propose innovative implementation approaches while paying special attention to the following aspects:
- Complement or supplement ongoing initiatives under PLEAD I specifically targeting vulnerable and marginalised communities.
- Demonstrate proof of consultations with target PLEAD 1 CSO grantees and stakeholders or beneficiaries as may be applicable.
- Relation with Legal Aid Act of 2016 and any other relevant access to justice policy and legislation.
- Mainstreaming cross cutting issues e.g., human rights (rights-based approaches), gender, conflict sensitivity, environment, leadership.
- Partnerships with the key duty bearers.
- Verifiable data on the outcome of the project at the level of activity, result and specific objectives.
- Communication and visibility strategy.
- Sustainability strategy.
Geographic Scope
- Both LOT 1 and 2 will target 2 Non-State Actors in Mombasa County.
Location
- Projects should take place only in Kenya and in the targeted counties.
Eligibility Criteria
- To be eligible for a grant, applicants must:
- Have legal personality.
- Be a non-profit making entity.
- Be a Non-state actor registered as a CBO/NGO in Kenya for a minimum period of not less than two (2) years under the relevant laws of Kenya.
- Be directly responsible for the preparation and management of the projects with their beneficiaries, not acting as an intermediary/ nor sub-granting.
- Demonstrate solid prior experience of at least two years carrying out activities in the thematic area covered under this call for proposals.
- Programmatic and Operational presence in Mombasa county.
- CBOs/NGOs who have not been supported by UNDP through grants previously are highly encouraged to apply.
