International Development Research Centre (IDRC) and the Oak Foundation have co-designed the Think Climate Platform to strengthen the capacities of local think tanks in Indonesia that are grounded in their local contexts and politics and provide local solutions to tackle the impacts of climate change in the country.
This program is an opportunity to help address the limited institutional capacity and knowledge gaps that continue to exist in Indonesia, develop, implement and monitor implementation evidence-informed climate policies and help build change coalitions.
Program Objectives
- Deepen research and communications capacity and strengthen policy engagement: help think tanks strengthen and expand their research capacity to meet the demands for evidence, define their research agenda, and connect and communicate with the appropriate actors (government officials, civil society organizations, and private sector companies) in evidence-to-action processes.
- Seed change coalitions: help to foster time-bound “coalitions of the willing” to collaborate for the purposes of identifying data needs, articulating applied policy research agendas, co-developing the knowledge needed to inform good policy frameworks and creating the political momentum needed to drive change forward.
- Increase the generation of relevant knowledge (data and evidence): help think tanks fill data gaps and generate the evidence for policy needs that address emissions reduction in a cross-cutting way, addressing where possible linkages with climate adaptation, energy equity and poverty reduction.
Funding Information
Selected think tanks will be eligible to receive up to CAD $300,000 each.
Expected Outcomes
Strengthened capacity of think tanks to generate and disseminate locally relevant and evidence-based research will help inform the development of policy and regulatory frameworks for climate mitigation and adaptation. As well, enhanced linkages across research, government, civil society and private sector actors will help promote dialogue and forward momentum on evidence-to-action processes for climate action.
Eligibility Criteria
This call is open to local, independent policy research organizations, or think tanks, that undertake cross-cutting policy and action research on climate mitigation and climate adaption solutions to tackle climate change challenges in Indonesia. To be considered, candidates must:
- Be located in Indonesia and as local Indonesian entities.
- Demonstrate substantive research over the last two years on a range of cross-cutting policy issues linked to climate change such as climate budgeting and finance, private sector financing for climate solutions, renewable energy policies, regulatory structures affecting climate change adaptation and mitigation options, gender impacts of climate change, etc.
- Consider their organizations to be independent (applications from organizations partially funded by government or based within university or INGO structures but registered as “local organizations” will also be accepted).
- Have independent legal status (or “legal personality”) and the ability to receive and administer foreign funds (capable of contracting in their own right and name) in Indonesia.
- Have been established for at least two financial years.
