The United Nations International Children’s Emergency Fund is seeking applications from qualified implementing partner to support its collaboration with the Ministry of Youth and Sports of Ukraine and the Ministry of Economy of Ukraine in preparing for the implementation of the European Union’s Youth Guarantee mechanism in Ukraine.
The Youth Guarantee is an EU flagship initiative aimed at all young people receive a good quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education.

- Conduct a comprehensive national and regional study to profile NEET youth, including identification of gender-specific barriers to employment, and assess existing policy and programmatic gaps.
- Strengthening Youth Service Providers & System Readiness
- Enhance the capacity of youth centers, public institutions, and NGOs to effectively engage NEET youth, ensuring that gender-responsive services and opportunities are prioritized.
