Applicants are now invited to apply for UNICEF’s programme titled “Increase access to Safe Learning by Strengthening Education System and Supporting Foundational Learning and Skills for School aged Girls and Boys in the Host Communities and Crises affected Areas, including IDPs and Refugees”, to ensure that more girls and boys in Ethiopia, particularly the most vulnerable and those affected by humanitarian emergencies, benefit from enhanced learning, achieve learning benchmarks and develop skills for successful transitions within education and from learning to earning.
Objectives
- Output 2: By 2030, hardest-to-reach and out-of-school children have increased access to inclusive and equitable learning opportunities, including in humanitarian settings.
- Output 3: By 2030, girls and boys at pre-primary and primary education levels are better equipped with universal foundational literacy and numeracy and achieve minimum proficiency levels.
- Output 4: By 2030, more adolescent boys and girls have gained gender-responsive learning and skills to successfully transition within education and from learning to earning.
- These outputs will be delivered through interventions implemented both by Government entities and Civil Society Organizations (CSOs). CSOs will contribute to this program by implementing specific projects in the following areas:
- Children accessing learning opportunities
- Foundational learning and achievement, and
- Skills for learning to earning Pathways

Expected Outcomes
- Children accessing learning opportunities in all regions: Prospective CSOs contributing to this programming area are expected to contribute to the reduction of out of school children through the implementation of flexible learning programmes for OOSC in pre-primary and primary schools.
- Foundational learning and achievement: Prospective CSOs contributing to this programming area are expected to equip pre-primary and primary children with the required literacy/numeracy skills by supporting the operationalization of the Early Childhood Development and Education.
- Skills for Learning to Earning pathways: Prospective CSOs contributing to this programming area are expected to build the skills of adolescent boys and girls by implementing relevant skills programmes (foundational, transferable, digital, and job-specific) including market linkage to support in and out of school children and youth focusing on hard-to-reach areas and vulnerable groups in all regions of the country.
Eligibility Criteria
- Be a community-based organization or a national or international non-governmental organization (NGO) with a legal personality recognized in accordance with Ethiopia’s national legislation.
- Be registered on the UN Partner Portal as a non-profit civil society organization.
